They send out fines via post regardless if you met the t/c's. I used a car park paid and displayed but they appear to just send out fines via cctv not checking if you've followed the terms.

I guess they are hoping some people will just pay the fine just for the inconvenience.

We have been getting a penalty notice for the last owners of the house. We have returned the letters back to you explaining they don't live at this address and passed the letters on to the former owners. However we received another letter today. There is no way I have found to talk to someone at this company. We have been receiving multiple letters for someone who hasn't lived here for almost 2 years and I have no way of informing the company. Their website's privacy policy and faq section simply doesn't load and it no help at all. The automated phone service gives you 2 options, pay in full or pay in instalments. EDIT: I've received advice to destroy the letters - I believe it is illegal to destroy someone else's mail so no thank you. As with previous posts, unable to contact these crooks. I have been issued with a PCN but I still have the parking ticket covering me and I want to know what the PCN was actually issued for, but no way of finding out as there are no real people to talk to, such crooked cowards.

I don't have a fine/pcn, a previous tenant does. This PCN is from 2013, I received a first letter and final notice today in 2020. Tried being helpful by calling the number to let them know the tenant moved on in 2014. No way of speaking to a person via all the options. They do have message saying that their call centre is closed due to Covid19 and GOV guidelines. This must be an old message as GOV guidelines in September 2020 have changed and Boris wants us all back at work.

Yeah, it is a scam ! I went to the pharmacy to buy some treatment over the counter and I parked at the car park outside which is said pharmacy patient only. That is why I parked there. Few days later I received a parking ticket. I appealed online say I 'm a patient and attached a receipt. They rejected the appeal saying the ticket was issued correctly in accordance with the terms and conditions stated. That is exactly what you stated on the sign ' Pharmacy patient ' . Google these guys. They use trickery and misdirection. It's amazing they are allowed to conduct business, but the government seems to allow this. One trick they do is send a county court claim just before Christmas, in the knowledge it will be hard for you to get professional advice. NEVER PAY THEM, always appeal - they are relying on people not noticing. They will also send county court claims with no details in them, again hoping you've forgotten the details. They are also know to claim 6 years after the date of the office, again they are relying on you not remembering so you just pay up. Their claim against me was 100% unfounded, but it didn't stop them taking me to court (they didn't even turn up, so lost). To you and I they are SCAMers, but for some reason they are allowed to do this. I would also complain to those that give this company contracts. I know that I and my family won't use venues they are contracted too - just a huge waist of your time, it's nothing to do with parking its all to do with trickery. SCAMers.

SHOCKING BULLYING. My son gave a lift to an elderly relative to the doctors surgery. The car park is for the doctors surgery only and is free. On arrival the car registration number is entered on the system via a device. It was a new system for this car park. On this occasion allegedly the number wasn't entered correctly and a fine arrived few days later. My son sent proof of the appointment to show proof the parking was legitimate in a free car park . There is no email or phone number to contact customer service. I can see in responses below the other complaints that you should ring the payment number and wait to be transfered to someone. Well surprise surprise there is no such option, and even when I dial option 3 nothing happens. I have no mean of speaking to or sending an email to this company to speak about my case!

Additional Update - 1st Nov update: I've received another call from back-office, They have reviewed the all case as well as my first appeal and the have decided to cancel the PCN. I believe there were several issues on the admin side, possible due to covid, which made the overall process a bit longer. Despite that I would like to thanks Tatiana who kindly pro-actively looked at the case and solve it. Overall experience was ok.

Small update: on date 26 Oct, after having seeing this comment. They went back by mail, they have attached a pdf claiming that they sent out a appeal rejection months ago, but we no proof of evidence that it was actually sent out. Unfortunately as i didn't received this letter i couldn't appeal though POPLA.

Received a total unfair fine. Appealed on-line. They never got back to me and now after more than 2 months I've received a reminder before legal action with an increased fine. The only option in the web-site is to re-appeal. Doing this the system will says re-appeal, suggesting that the previous one was rejected (as per other comments below). So I'm not going to do that. PCN 77419139023, if you want to double check. For me the subject is over. I will suggest everyone in the same situation to avoid to re-appeal and in case escalate try to escalate to POPLA.

This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.

I have had money taken from my account from Civil Enforcement without any warning or explanation. I am unsure why it has come out of my account and so do not have a PCN. They ZZPS to fight their battles who are just debt collectors and just try to get the money (I do feel for their employees). We have come back from visiting a relative to receive a letter (the only reply we have had) saying they now have increased the amount they want from us. There is no human being to talk to sort out. Paid my fine within 30 days and was told i would NOT recieve a County Court Judgement, they have not informed the court that i have payed, it has been over 4 months, therefore i have a CCJ on my record for the next 6 years and will not be able to apply for a mortgage etc.

I have received dozens of letters from this company, addressed to a resident who has not lived at this address for 3 years. Each letter has been returned to Civil Enforcement Ltd with an explanation that the addressee is not at this address.

I have even written to CE Ltd suggesting an alternative address to try (they are addressing the letters C/O a registered company, but my address is not that company's registered office address), and yet still the letters arrive, despite the fact that I have also notified them that this is now a breach of the GDPR as they are sending personal information to an address which they have been notified is incorrect.

The letter received today shows "LETTER BEFORE ACTION" through the envelope window. I have tried to contact the company on numerous occasions but they don't seem to have a phone number for general enquiries - the phone number provided on their website requires the entry of a PCN number which I obviously cannot provide because I'm not about to open post addressed to someone else. Absolutely ridiculous.

This company issued me a parking fine while I was out of the country, they followed this up with a CCJ while I was still out of the country. All documents were sent to an old address. The county court subsequently set aside the judgement and they were ordered to send a claim pack and all details to my new address within 28 days. They did not comply with this. After many failed contact attempts I finally spoke to someone from the legal team who could not give me any details, but stated the claim will just be struck off as you won t receieve anything from us . I asked for this in writing but it was refused. I suggest that anyone who has a valid claim against their parking fine contact the citizens advice, and not be afraid of going to the court for help. Don t let yourself be bullied.

There seems to be no way of contacting this company at all. I only recently found out I had a CCJ from them whilst trying to move my mortgage to a new property. I've a completely clean credit history for the last 10 years and this was the only thing there which was filed under an address I sold 4 years ago!
I've called and paid the CCJ as it seemed the only way to do anything but now I can't actually speak to anyone to find out how quickly it will be shown as settled for me to get a mortgage!!!

I received a parking ticket for parking 20 mints and 21 seconds however it was only free for 20 mints. I filed an appeal and it didn't work. These guys are here to make money not to regulate parkings.

Can someone please explain to me how I've had 2 appeals turned down for a car park which is free to park in, if you are going into the chemist/doctors surgery. At the moment due to current COVID rules my chemist is restricting entry and bringing people prescriptions out to them. However the machine which you register your car registration is inside... this was explained in both appeals but somehow they've both been turned down.

Scam!!! That's all I can say regarding this company! Tried to appeal the PCN online and the details that I've inputed were not recognised. Secondly I have tried o call them under the appeal section and the robot said that the call centre is closed due to corona virus. As a last resort option I have tried to email them on the email address provided on the website. The email was rejected as the email address was invalid. I've had a CCJ added to my credit file due to a parking ticket which was for a car that one sold. They've been sending letter to the wrong address and it's only now I'm aware due to the CCJ. I'm trying my hardest to call and pay it withing the 30 days the CCJ was added so it can be removed but I just cannot get through. I've left multiple voicemails but nothing, I can do the online payment as I dont have the reference.

I paid my PCN years ago ..late as I'd moved house and my ex had withheld my mail.
Recently noticed I have a CCJ which I'd like to get removed from my credit report.
Northampton County Court advised me I need to get proof from Civil Enforcement as proof for them to remove the CCJ .
I've tried emailing but it bounces back and no up to date email addresses to be found
I've tried phoning the legal team and leaving voicemail messages but nobody phones me back.
Civil Enforcement are impossible to get hold of and its stressful and unfair .

Complete rip-off merchants. Alleged I overstayed for more than 2 hours in an EMPTY car park. (all businesses at the retail park have been closed since 22/03). I am a delivery driver, dropping food off to vulnerable customers and I used the car park as a waiting area on 2 occasions on one day for less than an hour each. Clearly defective ANPR system not clocking vehicles in/out properly.
Used the online "appeals" procedure - misleadingly named as these people have NO legal authority and the inevitable outcome was a "computer says no" automated letter, despite the fact I provided GPS tracked evidence to show I was not in the car park for the time that they allege.
These people work on the basis that most people will just give in and pay. They are nothing but cowboys.
If you get a letter from these people - if you didn't overstay, DON'T PAY. Provide your evidence and tell them to do one.

Now written back to them to advise that I will now be issuing a court claim of my own to recover admin charges I have incurred as a result of them sending their fraudulent invoices via my car leasing company.

I was doing a delivery to a shop and wasn't informed that a permit was needed. The carpark had a small sign saying that a permit was needed from the shop for customers to park there. Can't imagine these shops do much business with this system in place. Appealed as I wasn't a customer and was doing essential delivery during covid lockdown. Appeal was unsuccessful. I received the parking charge while I was trying to get some change for the parking ticket machine.

This company claims that they gain the information from the DVLA and send the PCN and County Court Judgments to the address registered which is simply not true. I have had a CCJ placed on my account during this horrible pandemic leaving me no options for financial relief and I have only just found out after being turned down for credit, of which I have perfect history. The CCJ was issued in March 2020 nearly a year on from the alleged incident I have no idea about as I've had NO CORRESPONDENCE. The Vehicle in question was bought and registered to a completely different address and I cannot even get in touch with CE to get this resolved as I have no reference numbers, they never pick up the phone from the number the court gave me, the website has no option to contact them or help line. I would have paid the damn fine at the start. So I'm taking to Google as this is my last resort.

Back in 2017 i had received a fine apparently FOR PARKING and you CE Ltd had processed through court and i have never had reminders or letters to pay. I found out on my credit scoring app, I did write to court and they gave me your reference so I could settle!!

Last week i call the automated phone number as really you can't deal with humans very bad way to manage your business, people need help in a way or another.

Just ignore the letters and don't bother getting in touch with them. They've been threatening me to pay up since 2017 (it's now 2020)
The letters they send are so poorly written and that they couldn't even spell my name properly shows you what complete cowboys they are. The letters are invoices and nothing else. Any proper company wouldn't be waiting over three years to get their money. Try doing that to the bank or the council! They'll have your arse in court within a month of missing any payments. Hurry up and take me to court as it's just boring now receiving these (laughable) letters.

Hi, I have received a letter saying your gunna apply to take me to court for a parking ticket that apparently happened in 2016, I have been onto your appeal website and submitted my information, how ever, I have not received anything saying that it has been sent successfully? I am also wondering why it hasn't let me right anything to you about the reasons I'm appealing, it says your gunna look at my appeal, but you have nothing to go off. Just wondering if this is normal or whether i should have received a gesture of some kind.
