Can someone please explain to me how I've had 2 appeals turned down for a car park which is free to park in, if you are going into the chemist/doctors surgery. At the moment due to current COVID rules my chemist is restricting entry and bringing people prescriptions out to them. However the machine which you register your car registration is inside... this was explained in both appeals but somehow they've both been turned down.

Imagine all the elderly people who are currently receiving these fines and instead of appealing them are just paying them as they are too scared.

Surely you need to look at pausing your system at this site!!!!!
