I paid my PCN years ago ..late as I'd moved house...

I paid my PCN years ago ..late as I'd moved house and my ex had withheld my mail.
Recently noticed I have a CCJ which I'd like to get removed from my credit report.
Northampton County Court advised me I need to get proof from Civil Enforcement as proof for them to remove the CCJ .
I've tried emailing but it bounces back and no up to date email addresses to be found
I've tried phoning the legal team and leaving voicemail messages but nobody phones me back.
Civil Enforcement are impossible to get hold of and its stressful and unfair .
