I have lived at Tiger Village in Columbia, MO for almost 2 years now. The first year was ok, it started with neighbors above me who would play war games from 4pm to 4am. It took a while to get it resolved, but as soon as the noise stopped everything was great.
... Then they moved out and moved in someone who stomps around his apartment and throws things on the ground all night long. He started by playing music and shouting the first day he moved in. I contacted the office and it took them almost a month or more to finally contact him and ask him to stop. So, he did stop playing music and shouting, but instead he started playing video games and yelling at his kid. Plus he would leave his dog inside for all but 15 minutes a day and it would howl and tear apart his apartment. When I asked them to talk to him it took a few months for the dog issue to stop. Then the stomping began, and he will off-and-on play music or movies so loud that I can't hear my own TV. He continues to stomp and just be an inconsiderate neighbor all night long.
I asked the apartments what I could do about leaving my lease early since they don't have the ability, or maybe the guts, to do anything about it. They're response was "pay us for the months you have left... or tough it out." Sounds like total BS to me, and from what I've read on this issue, if an apartment cannot take care of a noise issue that has been ongoing for almost a year then it is considered a "constructive eviction".
Also, every time I try to call the corporate office in St. Louis no one is ever there. I leave a message, very detailed, with my name and my number. No one ever calls back. I will never rent from anyone so unprofessional ever again. If I didn't call people back at my job I would probably get fired... chances are I will be taking Mills Properties to court, and showing the judge all my emails to which there are no replies, and listing all the problems with dates/times etc..., as well as sound recordings of my neighbor.
