Customer service (which is located in the Philippines) has 30-minute wait times and even the supervisors cannot answer any questions that vary from their limited training. When calling the headquarters number hoping for help, the call is automatically routed back to... guess where: customer service in the Philippines! If they were useful in the least, I would not have dialed headquarters!! Why bother?

The seller sent me a faulty and broken item which was advertised as brand new. I complained to eBay (no phone number by the way, you have to go through their non-sense website) and they told me to try to resolve it with the seller first. I told the seller about the problem and he told me he will send me a replacement item that is in a good working condition.

A month passed and I still did not get the replacement. I complained to eBay but they told me they couldn't do anything because it's already past the 60 days complain limit, but they were the ones to tell me to resolve it with the seller first! They told me to contact PayPal if I want my money. I contacted PayPal but they told me to contact eBay if I wanted my money!

6 months later I still don't have either a working item or my money. The scammer Chinese seller has a rating of over 98%! When I checked his bad reviews he has done this to over 700 customers: send a low quality item not as advertised, then promise a replacement. As soon as the 60 days passed he knows eBay and PayPal won't do anything to him and he pretty much made a lot of money for a cheap product that does not work.

Basically the scammer sellers, eBay, and PayPal win by making a lot of money, while the honest customers get robbed of their hard earned money.

They messed up my account. It took a month to fix it. After it was fixed, I tried to close it. The website refused to let go of my credit card, so I called Customer Service (big oxymoron) and was told that they would close the account but that it would take one whole billing cycle before I could remove my credit card. I received an e-mail confirming that they had closed the account. Lo and behold, a month later when I called to see why I could still not remove my card, I learned that the account was still open. Finally the rep closed the account while I was on the line. I was able to verify that by not being able to log in any longer. I will NEVER use PayPal again. What a screwed-up system.

PayPal is a dinosaur in the world of money transfer. They offer little to no security and they don't back up the security that they do offer. A fraudulent transaction was made on my account. I went through their process and they denied my claim without even discussing it with me. I attempted to contact them again and they have not responded in a weeks time. My days of making payments or transferring money with PayPal are over!

The thing i ordered cancelled a month later cuz PayPal not only didn t fix it but the customer call center is down and the msg center didn t even look up my account he literally just blamed the retailer. But i had contacted the retailer a week after my purchase and they said PayPal is processing the order and they only have 1 order down as pending.

I wished there was a zero to rate PayPal. I received a damaged box with the item inside from a seller. I opened the box and put batteries inside and the item did not work. I was unsuccessful in getting the seller to refund my money and they wanted to communicate with me in email using Chinese language, which I do not speak. I called the company and the employee's just kept hanging up on me. So I contacted PayPal on 6/12/20 and I was told I my refund was approve. I was also given an address to return the item to the seller and told PayPal will reimburse me up to $30 for postage.

The next morning on 6/13/20 I took the item to the U.S. Post office and paid $17.25 to send the item to the seller. Which of course the package actually arrived from Redmond, California, don't know why I had to return it to a foreign country. The same day I took it to the post office and got my receipt, I was admitted into the hospital and didn't not get released until 6/22/20. Well, when I checked my email PayPal sent me an email saying they didn't get my tracking number, so they closed my claim in the favor of the seller. I logged into the PayPal Message Center and spoke to several agents. I also uploaded photo copies of my receipt with the date, time, tracking number, amount of postage and the location the package was going to, plus I uploaded a copy of the customs form the Post Office employee had me to fill out. I was told by the PayPal agent that she reopened my claim for an appeal.

Well now here it is today and PayPal sent me an email saying they denied my case, because they claim the tracking number was invalid. That's a lie because the same day I talked to the PayPal agent in the Message Center I had called the United States Post Office and they told me the package was delivered in China on 6/18/20 and when I pulled up the history of the tracking it showed the package is in transit to the seller. There's a notice also on the site saying shipping may take longer due to COVID-19. But how is that my fault, I did everything I was told and I'm still out of almost $100 and the sell has my money and the product.

I purchased 2 my cash cards to make a purchase on ebay. One card loaded just fine however when I went to load the other card I got an error message. When I called about it I was told it had to go to the resolution department which I cannot talk to anyone in that department. I was then told to email or fax certain documents. I did this and then have been told it will take 3 days to make a resolution decision. I can assure you that I WILL NEVER use paypal ever again!

I then went to my bank they gave me the money back but then took it back out of my new account! PAYPAL said dispute it with the bank the bank said dispute it with PAYPAL. Now, I provided both with documentation of the fraud but neither billion dollars company would like to return my money especially in times like these when people need money to buy food. I called eBay (b/c, you know, you can't E-MAIL them like a real company) and they said refund of the payment was a PayPal issue. I speak to PayPal and explain the whole situation about the fraud and they tell me, get this, THEY HAVE TO CONTACT THE SELLER AND GIVE THEM 10 DAYS TO RESPOND! Let me tell you what happened to me, my funds were frozen because the merchandise I sell is more expensive my usual merchandise, they have taken 100% of my funds and when my customers want refund, Paypal simply debit my bank account without paying them. They charge massive hidden fees on FX conversions. your transaction 3.9% fee for a transaction can easily climb to around 8%. Worst customer service possible (reps will be just hang up on you). They will do everything in order to hold your money with them as long as they can.
If you do not want to spend time, money and nerves, it is better not to have account with this company of scammers.

Terrible customer service. I d give them a -5 stars if I could. They don t actually do anything and barely answer your questions via Messages. Nobody answers the phones but just copies and pastes links via their Messages section that don t even answer your questions the majority of the time. Phones do still work during COVID-19. A billion dollar company just takes advantage of their customers. Just read the Facebook comments. They just give you the runaround. They refuse to fix their computer s errors and use erroneous information to settle the case. They are as useless as their Buyers insurance!

They can t show me the link to an appeal and they can t show me in their Buyers Protection Policy where it says Gift cards are not covered. Their policy only states that Prepaid cards are not covered. Restaurant Gift cards are not the same as Prepaid cards. You can t go to an ATM and load money on them or use them like money at any store. Prepaid cards are like Prepaid Visas and Prepaid Mastercards and Prepaid American Expresses.

Why did they issue me $2 in my favor the first time though fir my case when the Seller did not respond if gift cards are not covered? Automatically the buyer wins if the seller does not respond based on their policy. When they reopened the case, it was just to let the clock run out and to waste my time uploading proof to my case and only to deny it saying gift cards are not covered.

Why did they reopen the case when they planned to not actually review the case? So...let s see on the same case, I won when the line item was an error of $2 filled in by your wonderful virtual assistant but not when it was over $100. Of course, they still didn t correct the line item of $2 disputed amount when they reopened the case. They only put the $148.40 in a new line item called Refund Requested. That amount was incorrect too as I was only asking to be refunded $111.30 which is $75% of the $148.40 transaction since only $75% of the restaurant no expiration gift cards could not be used, and I was able to use 25%.

I wish more of the people with positive experiences would come forward and share their opinion. It's surely better than what the reviews here would have all believe.

I have had a long relationship with PayPal. A little shaky when it first started out between the spam & security issues. Then years of stability, security, reliability. They had quirks. Like sitting on a refund for a few days before it's in your account. OK. Everyone needs to make money somehow. It was easy to use. Trustworthy. Set preferences. Done.
My issue is with their vendor specific agreements which violate your preferences. More specifically without warning make it necessary to look in past transactions to find how to set a vendor- specific payment preference AGAIN. Over & above your own settings.
Then get told by someone that "they want to be paid up front". So a credit card is not fast enough? Banks move at a glacial speed.
Then get told "you did this before." Yes, make me feel like an idiot. Guilty of being too damn busy in my life to sit on a phone for 40 minutes or have to wait for a call back from someone I may or may not understand. I thought it was a quirk. Should have known better. My fault for trusting PAYPAL to honor my preferences. Though they did for years.

Just on your end. It's about verifying you, not the vendor.
Yeah. They'll investigate, you will get a refund if you don't get your item. Sooner or later.
But I can't recommend them anymore.

They generate PT numbers then all 5 reps make excuses as to why no transaction report is emailed to me. About Wisecars I had booked a medium vehicle with Hertz on Kos and paid in advance by credit card via PayPal. On September 4, 2019, we wanted to pick up (for two) the car at the airport Kos (KGS) at the Hertz Thrifty counter. There I met a very aggressive station chief. He probably was tired or annoyed because I had booked through Wisecars and not directly with Hertz or Thrifty. Anyway, he did not want to let me the booked vehicle, but rent another. When I fought back a bit, he canceled my booking and said I can not get a car here. Wisecars was not one of Hertz's beloved business partners anyway, as he could never sell any additional insurance to these customers (so that was the catch). I immediately informed Wisecars by e-mail, but I did not get an answer to my mail, nor did someone call me back. Also, the airport police did not want to help me. I tried to get a confirmation for the cancellation. In vain. Also, I tried again to get the hated station chief before me offered car. In vain. He has already rented all vehicles. I saw in the two hours that I was there but nobody picking up a vehicle. After two hours I finally tried it a third time and even wanted to pay more. In vain. Then I got a car next door at Avance and of course paid again. We were tired and it was now 10 pm. The next day, I turned on PayPal Buyer Protection and emailed Wisecars again. PayPal responded with the automated standard mail, the provider has now 10 days to comment. Wisecars also answered and wrote that they regret the incident and report again. Wisecars did not organize a car or ask for it and let me down. Had I not hired a car by myself, I would still wait for Wisecars help today. PayPal and Wisecars did not contact each other until the end of the rental period. I then reported the case to the lawyer and requested an appeal from the credit card company. At PayPal, after 10 days, without my intervention, the status of "not received" was set to "not as described". It followed 2 phone calls and several e-mails from me with the note that I received "NOTHING" and thus the status was wrong. Finally, the case was closed in favor of Wisecar. At my request why were they given me the following answer, the provider has provided evidence that I saw the vehicle and then did not want to take it and run away. So so - On my question, to me to send the lease and the booking receipt from Hertz, PayPal was not received. Interestingly, PayPal never wanted documents or evidence from me. In the last e-mail was then, if I do not agree with it, I should respond with contradiction to this mail. I did that and heard nothing. PayPal, Wiesecars and Hertz are all American companies, all right?
