Paypal is a JOKE. They don't actually "protect" anything- they are a sham company. If you do have an issue with an online purchase, they are only able to handle it if it falls into 1 of 2 set categories they have- anything beyond that and those folks have NO CLUE what to do. You really want to protect your purchases? USE AMEX....NOT PAYPAL.

Holding 800 in there bank for over 30 days will allow their bank to bear interest. They have no intention on giving us the interest they collect while they hold our money for no reason.

Elon Musk got his money, so here is a review of how terrible this company has become. PayPal claims to be "the safer and easier way to pay and get paid online." This is a statement that is most far from the truth. This company has become absolutely terrible. I have had innumerable problems with their lack of service. I am currently abroad in Indonesia and have been calling their offices to transfer my balance to me (it is on hold after I transferred it to my friend and he transferred it back to me (after incurring a 15 dollar fee on an original sum of 130)). The reason for doing this was to receive cash as I have lost my ATM/Debit Visa card, as an ATM here in Indonesia swallowed my card. Currently I am stranded here with nearly 0 money. This company is unwilling to help me in my situation even though I have done business with them and have held an account with them for more than 5 years. PayPal is a lost cause! I will be shorting this company and making money back from them as they have caused me inconvenience after inconvenience. I will no longer be doing business with this company. Paypal did not announce that it no longer uses Moneypak as a source add money to your Paypal account! Nor does Walgreens carry Paypal. I was unaware of this and purchase a Greendot MoneyPak, loaded $50 and paid the $5.95 fee. Now, I have to wait 7-10 business days for a refund from Moneypak!

PayPal openly practices discriminatory policies. They block payment processing, accounts, and access to other organizations services, based on these policies. Their customer service is the worst ever encountered in the history of internet commerce (average wait times are over an hour in EVERY call). And I have the PROOF! Even IF you sit on hold and get a person, they are rude, dismissive, and arrogant. Then they blatantly lie to you (e.g. telling me my issue would be fixed within "2-3 business days" and weeks later it us not only NOT fixed; but they deliberately put more blocks on my accounts and transactions; again, based wholly on their discriminatory policies.).

Their buyer protection is a scam. They back sites that put ads on facebook and google. I purchased a kayak from one of these sites.... Qerawy .com and never received the item. Paypal denied my buyer protection because the seller emailed them a tracking number and my address. When I contacted the post office and gave them the number they informed me that it WAS NOT sent to my address but a totally different address. Also I went to the post office and got the picture of the item that was sent that clearly had the wrong address on it and was smaller then a shoe box. A 10 foot, 60 pound kayak inside a package smaller then a shoe box.... Yeah right! All it takes to void out buyer protection is for the seller to send a email with any tracking order and your address. Thats it. And once that is done they close it and there is nothing you can do to correct it. By the time most people find out that the Item was sent some where else the case is already closed and out how ever much money you spent.

Example: I purchased a collectible said to ship in eight months. I didn t receive the article and found out the company address is a UPS store. Experience in getting through on their phones and getting info is horrible. They have customer service reps who can't be understood because of thick accents, so you spend twice as long re-asking the same questions to understand what they're saying.
Asking to speak to an 'english' speaking supervisor is then met with question. And when insisting on speaking ot one, you then get another 'accented' speaking person.
Plus the fact that you sit and wait on the phone for a minimum of 1/2 hr to 45 min before getting an agent.
The policies for issues are antiquated and lack resolve. They seem to take no responsiblity for assisting you with problems but have no problem taking your money. They've been a consistent problem just in the few times I've had to try and contact them.

You have good canteen there you can have indian, Chinese, american, continental and many verity of food on daily basis. I am having a problem over $71.86 with PayPal. I have been arguing with PayPal online since mid-May, 2020. I ordered a no-touch thermometer that was supposed to be Fahrenheit but got one that only did Celsius. I have sent over 20 files of documentation and pictures and probably a hundred messages to prove I sent the thermometer back to the seller in China. Chinese Customs has had it held up since June 30th and it is now Sept. 27th. The seller even sent me an email saying he would pay me back, but he did not. Had an issue, started a resolution - the company in dispute was completely at fault - misrepresenting themselves and their merchandise. The company, unbeknownst to me at the time, is located in China. Part of the shipment was never received and the company acknowledged and stated I would receive a refund but never refunded. I agreed with company to refund 50% of misrepresented items received and a full refund for items not received. It was the last day of the resolution, I called PayPal stating I was afraid the company would renege on agreement. PayPal told me to escalate and I would get my $$ - I called/wrote 3 times before escalating stating my concerns and was always told the same. Well, PayPal in all their wisdom, sided with the company. They did not even review the communications between myself and the company. They just went by their direct communication with the company.
I searched for a long time to find a US # for PayPal and after several very complicated conversations with overseas representatives, I finally spoke to someone based out of CA. She said that for sure they would give me the refund for items not received and that they would research the rest. She said I would be notified in a couple days. NOT! I had to attempt telephoning all over again - this time only talking to overseas reps again who could not help me.
After all this, I finally called AMEX (ph.# easily accessed and customer service rep based in the US) - I told them my story and they credited my card the agreed upon amount, immediately. I was never trying to cheat anyone, I was the one who was being grifted. PayPal handled this horribly. And the fact that they make it SO HARD to reach them Stateside by phone is ridiculous. What are they hiding?

Horrible customer service. I have been playing email tag with PayPal for nearly a week, and I have never worked with such a backwards and inconsistent way to send and receive money. In what world do I have to pay an extra $500 to get "upgraded" to a business account so that I can get the funds I was owed?! I am STILL waiting for it!
I couldn't even get a manager to speak to me because their call center is closed, and the cherry on top of this experience is them threatening to report me to the Federal Bureau, because I called them out for their awful service, and apparently violated their privacy policy??? They kept asking for proof of transactions even after I sent them what they asked for, and have been turning me around for four days.
I'm at the finish line of this ordeal, thank goodness, and as soon as it is all settled I am deactivating my PayPal account and will never use them again. I will also tell everyone I know to avoid them at all costs.

Paypal's buyer protection is a scam. It's customer service department is out-sourced to the Philippines so a 30-45 minute waste of time can be expected. Paypal would rather dangle a customer on the phone for an eternity hoping that the customer will frustratingly hang up than handle the service properly. My service complaint case number with Paypal was PP-D-39580479. Synopsis: A purchase was made and the the product was grossly misrepresented by the seller. I contacted the seller first as Paypal's protocol dictates. The seller acknowledged that their ad and video were misleading and that they will give me a fraction (5% = $7.39) of my purchase price ($36.00) as a refund. I then contacted Paypal. They said to return the item to the seller and when they (Paypal) gets return confirmation, they will issue the credit to my account. I sent the item, got a Postal receipt for the shipping, provided a copy of the email thread with the seller showing their own admission of the ad being misleading, I provided a copy of my shipping label as well as a UPC bar code from US Customs, a US customs bill of lading and a copy of my demand for the refund addressed to the seller. The postal receipt also had the US Customs bar coded tracking number on it. Paypal rejected my claim stating that I "FAILED TO SUPPLY A DELIVERY TRACKING/CONFIRMATION NUMBER". I explained to Paypal that the US Post office does not provide a "postal tracking number" for products sent to mainland China. That they only provide a US customs bar coded receipt. I emphasized that I met the protocol set forth by first making contact with the seller then returning said item as well as providing numerous forms of proof of that I in-fact did return the item. Paypal then said (in essence) Screw you, we need a tracking number and that other shipping companies provide tracking numbers that I should have used a different carrier. Hmmmm ... the item arrived via the US Postal service when I bought it, so I returned it via the same carrier. Paypal does not offer a list of other carriers as they rely solely on the clairvoyance of their customers to figure out what Paypal is thinking. So, now I'm out the $36.00 for the item, the $24.00 return shipping charges and I don't have the item to smash and throw away all because Paypal's principles favors foreign trade than American customers. What is $60 to A BILLION DOLLAR COMPANY? I've spent more on beer, bait and ammo (and loose women) so I really won't go broke over this ... for me, it's the principle.

So I finally figured out what paypal did with my $55. I was racking my brain trying to figure out what was going on and they kept lying to me over the phone. Just so all my friends and family who deal woth PayPal know, thay are crooks. So I recently had a chargeback made against me for $1200, customer still has the product, but that's another story. So when I called on the phone they kept telling me that my last purchase of around $40 using the "pay after delivery" option actually came out of my paypal account and not my back account but that was a lie and still left $15 unaccounted for. Well today i saw that the $40 did come out from my bank account. So here is what they did. The total was $1200 so after paypal fees i only received $1164.90 just checked today and they took $1220 out of my account $1200 for the transaction and $20 for a chargeback fee. That is a difference of $55.01. So it would seem that PayPal is doubledipping and lying to their good customers about it. I didn't get to keep the money but have to reimburse the fee out of my pocket. Paypal should be crediting this portion not me! And when I call they should be able to tell me where my $55 went and not make things up. Let this be a warning to all you paypal users out there.

I have never been more frustrated with a companies customer service... I will never do business with this company and would never recommend others use their service as a way to process credit card purchases. These people have waisted hours of my time 5 times on the phone with customer service, none of whom spoke English natively which made it even more difficult. I waited on hold for a supervisor who was less than helpful not listening which meant I constantly had to repeat myself! This company has withdrawn funds from my customers credit card, the customer physically picked up the goods I sold and now PayPal is telling me there is no way to release the funds for 21 days even though I have a signed receipt from the buyer that they have been given and accept the goods I sold . Shameful way of doing business.

10 years ago they lumped my website in with other websites and said I was in violation of their policy. I removed their buttons from my site and they reopened my account. 8 Years ago I contacted them and asked them to review my site and let me know if I could re-add the buttons back. They did and said my site was fine. I added them back and used them for 6 years. I even decided to use them as my credit card processor and got their merchant services (which I am sure that they reviewed my sites then too). I was happy with it and and it was working great for 2 more years. Then they got on a head hunt again and once again lumped my site in with other sites with different structures than mine. They then froze my account and said I have no APPEALS. They won't talk to me about it on the phone and when I email them they simply say I violated their policy and that there are no appeals. WORST CUSTOMER SERVICE EVER. Be ware this company is dying. Don't trust them with your money and DO NOT use their credit card merchant services. I found better rates elsewhere anyway.

Following an implementation with PayPal, my first customer makes payment via this channel 06 Dec, 2019. I link my US Community Federal Savings bank account x-1028 to my PayPal profile.

I go ahead with my first transfer of funds from my PayPal profile to my bank account 01 Jan, 2020. It's the first of 62 successful transfers between my PayPal profile and my bank account.

On 26 Jun, 2020 I get an email from PayPal ~7 months later:

It's discovered this end, my bank account and / or linked Mastercard card(s) are frozen supposedly due to Wirecard AG filing for insolvency 25 Jun, 2020. It turns out the transfer from PayPal does go through to my account, from which my money can no longer be accessed, by me.

I get an email from Payoneer my card(s) and / or accounts are unfrozen 30 Jun, 2020 as "the FCA has completed its audit and lifted the freeze". I go for restoring my prior working configuration with PayPal. How. Simply by re-linking my bank account PayPal delinks. Not so simple. My same account cannot be linked.

No right for Seller even if the buyer defrauded the seller by buying the item and filing the claim. Your money will be taken away by these thieves ... if you are a Seller BEWARE you will be at the losing end. They could not care about customers at all. ZERO

It is unfortunate that this company has a monopoly on some of the online commerce, it shows in their lack of customer service. Any time there is an alternative electronic payment service, I use it. As soon as there is a viable secondary online transaction service, I will leave PayPal and hope many other do as well.

Extremely poorly ran company and web interface.
Had a negative balance on my account. The account activity did no add up to a negative balance. I contacted customer service, the first representative mid conversation stated "due to account security issues I will disconnect" and hung up!

Called back, the second representative stated the balance was negative due to an unresolved eBay dispute. I asked why that was not listed on the account activity or how I could accurately see my account transactions, she stated she was not sure and could not help me. The representative repeated that "it should be there".

I called and verified my account with the last 4 of my social the guy tells me there was a problem with an old credit card that I don't even have any more and he wants me to send in a copy of an old statement that I don't even have any more. For starters I'm not sending you my personal information on what purchases I make. Then they told me they going to hold my money for 90 days and they won't give me my money until the 90 days. So in 90 days I'll be doing a bank transfer and then I will be closing the account. This is why nobody uses eBay anymore cuz Paypal is half the problem. good for you PayPal hold the money make a little interest and screw your customer. BYE!!!!!!

After 15 years with PayPal they decided to modify our account procedures without notice or valid explanation. We are disgusted with the new policy are have decided to walk away from the services at this time. I would not recommend doing business with them.

Terrible experience with fees. They default the app to paying for "goods and services" (shown in very small grey text) when someone sends you money. I've had two people make the mistake of not selecting "friends and family" which clearly should be the default. All their advertising about free transfers is false, because they obscure they way to actually make free transfers, and just collect the extra fees. And they won't refund the fees or reverse the transaction.
