I am sure that others may have legitimate grievances against this council, however today they were very helpful in the matter of a PCN issued to some Taiwanese tourists who happened to ask me for assistance in the matter. I was only too glad to look into this, as they had paid for parking but forgot to display the ticket. Winchester City Council had people in the parking services that you could actually speak to on the phone, and who were based in the council building. Most councils outsource all this work. They suggested that the tourists go to the council offices to have their parking pay and display ticket photocopied at reception and forwarded to the parking services team. This was done, efficiently and with good grace. Well done to Winchester City Council for making this an easy, not an arduous, undertaking. Barclays Bank in Winchester should ask for some customer service tips from you guys!

Infact not even one star as not helpful at all have complained about bin not being emptied for the last month and as this is a communal bin it fills very quick......filled out online forms have rang every other day to be fobbed off with lie after lie and still no bin emptied,just keep blaming other companies for this problem........yes they collect the bins but YOU CONTRACT THEM TO DO IT sort yourselves out and take responsibility for your actions.

It depends on the department. Building Control five stars, friendly, helpful and respond promptly to emails and phone calls; Waste Management and Recycling ditto but Planning awful - long waits for appointments, vague and contradictory advice, emails neither acknowledged nor responded to. Neighbours say planning is in crisis but we end up paying the price in fees.

Terrible. Worst council in Hampshire and in the running for bottom of country. Never any replies to emails, awful website that never works and bin men who steal.

Just to update my review. I tried to complain today about bins six days late in collection. I found the complaints number and was on hold for over an hour.....and still number 67 in the queue!

Lip-service after lip-service: Housing management team needs completely replacing for their utter inept performances. Been promised things for over 8 years. The latest being the fight for over 5 YEARS to get flooring down on a small stairwell which they are legally obligated to carry out through the lease agreement. They say that incompetence and not being accountable often go hand in hand!

Green bin was taken by binmen, logged call for new one, promised for delivery following Monday, nothing turned up, promised Friday, nothing turned up, promised following Monday..... ....nothing turned up. Staff continual point finger at Biffa but like others on these reviews have said, you contract them to deliver a service, it's your jobs to enforce and oversee that service on behalf of your council tax paying subjects

Every time I contact the council it is difficult. This last time I have contacted them on behalf of my city centre business, it has taken numerous phone calls to no avial, just to sort out a simple issue with waste collection. They try to be helpful, it's not the employees fault, nor even the middle managers I believe, but the system as a whole that seems to be broken. WCC is an organisation that needs a complete overhaul, and is at the moment an extremely ineffective service provider for Winchester, which is such a shame. But thanks to the (no dount disheartened) council employees still trying to do something positive within the kafkaesque bureucratic mess that is our council, I just hope that something or someone will step in and sort out the mess that is our council.

Just had communication about not having my glass collection box delivered , the help I have had from Natasha has been 100%, friendly and efficient. Today the box was delivered by a very lovely lady called Ruth . For all the negative things that people say about the council I can only say we ll do e and thank you very much . Carole

Refuse collection dept absolute joke. Fail to collect refuse again the if you don`t report early enough new policy says won`t collect for another 2weeks!!
Full bin now standing rotting away for another 2 weeks at roadside.

Very unhelpful and obstructive staff. The planning department seem to get a kick out of taking your money and causing as much delay as possible. These power hungry public servants would be sacked "in the real world", they make me sick.

what is the point in having a out off hours number when there is no one there to answer it I rang your office every 10 mins from 1.30pm for about 4 hrs no one answered my mother is 84 yrs old and had no hot water or heating for three days I am not very impressed with your service this spoilt my and my husbands holiday because I could relax knowing she had no heating or water over the bank holiday liberty gas were prepared to go out but could not without your authority
