I typically use the USF library to tutor students and sometimes work on my own work. If you go to the 2nd, 3rd, or 6th floor, there are generally several tables available and it's super quiet. It's a bit noisier on the first floor where the vast majority of the computers are located. However, I definitely would not describe the first floor as loud; it's just not as quiet as the upper floors. They've been doing renovations on the 5th floor for a long time now, but I'm sure it'll be really nice when it is done.
Parking at the library is easy, and it's location is great relative to my apartment on Fletcher and 42nd. I've never had a student complain about any aspect of the library. I enjoy working there, and I'm grateful that the library is so close and open so often so I don't have to tutor students in my apartment.
I've been at USF for 3 years now; I'll be graduating in a few weeks. I remember being able to get onto the 5th floor of the library, and I believe that they used to sell food up there. Right now, there is a Starbucks located right next to the library's front doors, but they may be selling more and different food sometime soon.
