Pathetic. Great fund, good place to work, but the stupid and omnipresent French bureaucracy spoils the place. To make a few scans you have to use enormous and hyper slow scanners normally designed for art works (around 30 seconds for a page), students not based in Paris can not reserve workspaces (= no place for you) and the place is already crowded at 11am, opening at 10. It's impossible to really work here.
PS: bring your ethernet cable, because in French libraries, just like in the Soviet Union back in the '60 or something, there is no wi-fi. You have to use a cable.

A library that is crowded, in the mezzanine as on the ground floor. Never space, more when we want to book a room librarians, who are really overloaded of course, we make a speech on the reservation of rooms by ourselves, as they had something else to do and a few clicks would be dramatic.

Being in double degree in Paris 1 and INALCO, I can only confirm the negative opinions given against the BULAC. When I have classes at INALCO and therefore need to work at BULAC on a free niche or just after classes, it is simply impossible to find a place to work with the resources I have yet need and are not in any other library.
All places are occupied by medical / eco / math / law students who reserve seats and leave for several hours thereafter.
I even saw a person playing HALO on a BU computer for several hours, or other people spending whole days on facebook!
The BULAC employees do not lift a finger and the administration ignores all these problems.
The BULAC is comfortable, it meets all the problems of any Parisian BU but much worse, since all students in Paris rush on this BU.
Clearly, do not waste your time going to BULAC, you will not be able to work on site and much of the resources can not even be borrowed.

tl; dr: good resources in languages and civilizations, arrive at the opening during the holidays to have a place, places sometimes "reserved" by people who take breaks of 3 hours, no wifi.
I love this book. I go there to learn Japanese and Korean, and they have a lot of interesting books. There are books in French / English-Korean on the ground floor and books in the original language on the floor below. It is very bright and not too noisy.
What annoys me is to see students arrive, drop 2-3 polys / books, and leave for hours and hours while other students are desperate for a place. Personally I do not hesitate to remove polys and settle if I really can not find a place, unless there are several personal things like pens, a coat, a PC etc. The staff asserts that it is not possible to reserve a place by depositing personal belongings, but the practice is so widespread.
There is no wifi, but you can borrow PCs and ethernet cables (very limited stock), there are taken at each place. There are also computers available but calm is not guaranteed: between snoring (yes yes), discussions, telephone conversations, it is not possible to focus.
