PUCO should be looking out for the residents of Oh...

PUCO should be looking out for the residents of Ohio. However, it seems they are in bed with the utility companies. I have Dominion East Ohio gas service and recently canceled my fixed rate plan to switch to the regulated SCO rate (which is constantly lower than any MVR or fixed rate plan). I soon found out that i was put on the SSO rate for 2 months and then automatically put on some companies variable rate. Why would this happen? why wouldn't i automatically be put on the SCO rate which is always lower than anyone's MVR?
Also, businesses are no longer allowed to chose the SCO rate. they have to pick either an MVR or fixed rate plan. Why would the PUCO allow this? In my opinion they are not looking out for the residents and businesses of Ohio. Instead they are allowing them to be fleeced by the gas companies.
