surly incompetent and answerable to no one.

surly incompetent and answerable to no one.
The department of revenue where the phone number either goes to an answering machine that is full or after a half hour someone answers the phone but gives you no answers. One of the major reasons Philadelphia is unfriendly for doing business in.
