As I was driving on I15 one of the express parts driver was driving in front of me. He kept swerving and fluctuating speed from 10 under to 10 over. I noticed his head was never looking straight ahead so I pulled up next to him. Of course, HE WAS STARING AT HIS PHONE. OVER 25 MILES HE DIDN'T LOOK UP ONCE!!!! He pushed several cars out of their lanes and was a danger to anyone near him. I tried reaching out multiple times via phone and chat to Ken Garff but no one seemed to care about this. So much for "we hear you". . . .
