the real objective of HAARP would be simple: to be able to reach and bomb at will any point of the earth and the near space with a beam of ultra-powerful directional energy ... without using a satellite! But in fact Haarp seems to work so well that a lot of new goals have become possible and would be under development / testing

Destroy missiles, rockets, airplanes and satellites in flight
Put HS civil and military electrical installations
Communicating with submarines even at great depth
To provoke fires in industrial installations
Prohibit radio communications on a given area, at will
Scan the soil and oceans at great depth
Remotely manipulate people's minds and crowd behavior (yes, yes!)
Realize a missile defense shield for the USA
Attacking ground targets
And even ... control the climate and create a climate weapon

These objectives are not of course admitted by the Americans, because they are contrary to the 1977 ENMOD Convention which prohibits modifications of the biosphere for hostile purposes
