I had a very good experience of this Avis office. Especially thanks to Valentina who really struggled to find me a baby seat that I had not booked in avdance!! Basically the persons I have been in touch with were nice and very professionnal ! no issue on my side.

This is a warning for non-EU citizens: you will not be allowed to rent a car from this Avis office if you do not have an international driving license. They are real sticklers for this rule. It is stated in the fine print when you reserve your vehicle and they will not look the other way if you don't have the license. It doesn't matter if you have a valid Roman-script license from US, Canada, Mexico, etc. You must have the international driving license.
As a returning customer to Avis for over 5 years, I can say that the tourists should be aware of this office and avoid them.
I had rented a Duster from them for one day.
First of, I received the car so rusty from the previous rental but that was fine for me due to weather conditions at this time of the year. And I m expecting it to get rusted as I m driving it off the city.
Second, It took them about 45 minutes to give me the car even though they printed the contract and that means the time is started and that was another okay from my side as I m planning to return the car next day early morning.
Third, I had inspected the car so carefully with the attendant and it was so hard to find everything as the car were super rusty but we handled this after long time he were marking all the scratches and dents that we found.
Fourth, upon returning the car I arrived 30 minutes before the due time (which is printed in the contract). Again, the guy have another two cars to inspect ahead of mine so I had to wait for about 20 minutes until he started to work on mine. He started the inspection and still marking the same scratches that were there on the pick up time and saying those are additional as there were only one scratch before. We had a look at the pick up inspection and it is marked previously but he were saying that means only one scratch. So how two scratches from the same area will be marked???
After a while of arguing, he agreed that this is a previous scratches and normal for a car like this with over 45k km on it.
Finally, we went inside and he handed the paper to the desk and asked me to wait after the current customer finishes. Took them another 10 minutes and my turn came up. The guy checking the paper and clicking on his laptop and suddenly heads up You are 15 minutes late !!!!!!
You will be charged for another day He said. Are you serious??? I ve been here for over 45 minutes between the inspection and your office and now you charging me for additional day. He refused to change it and I had to leave them.
I had written this review so the other tourists will avoid dealing with them. I ll forward my complain to there head offices maybe I find an answer. If not, I have to look somewhere else on the next trips.
I showed up out of the blue to book a car for 4 days and the guy behind the counter was happy to help.
I looked over the car (almost brand new VW only 14000kms) but of course being a rental it had a few minor things so I pointed them out to the guy and took photos where he then marked them on the paper, this was something I had read up on with Romanian rentals as they sting you on the return.
I took full insurance with the company so that I didn't have a 900euro excess.
I returned the car after 3 days and had a lady this time who inspected the return of the car and came back to tell me their was new scratches on the car even some on the back (this was odd as when I washed the car the day before their were no knew marks and I didn't have any incidents on the drive) however some of the marks she had noticed were ones i had photographed the day I picked the car up and when I showed her the photo she said it wasn't those ones these were new ones.
However they were not but I had just been driving for the last 7hrs and was in no mood to argue so I just agreed and proceeded with the paperwork as it was covered by insurance that I purchased.
However had i not taken full insurance I would have been looking at a bill of about 900euro for the excess.
Moral of the storey is look really hard and photograph everything on pickup look over the car more than once if needed and make sure the attendant marks it all down and most important of all.... take the full insurance it costs more but will save you the hassle in the end if they do "find something new".
Also even though the car was returned 1 day early I was still charged for 4 days not the 3 so make sure everything is understood and clear before renting.
All this said I rate them a 3 because of the fast setup with the car, the car being new and nice and the staff being friendly. I would hire off then again but would be more stringent on the pickup inspection.
It's a good agency, I'm a repeat customer when in Bucharest. The higher end cars tend to be Mercedes Benz, usually with good extras (though, not always great engines). Service prompt, no issues with the cars.
I used their services twice in both locations (Intercontinental and airport). I was quite satisfied with both the service and the cars. If they are minor scratches on the car ( 1-2cm), it will not be mentioned in the report, but they do not make you pay for them either; For the airport, you can drop the car, even if there is no one, just drop the key in the mailbox.
