The aquarium has a bit of a carnival or fair-like atmosphere to it. There are a lot of gimmicks and machines which are ready to take your money, always hard on the up-sell.
The exhibit itself is average, with tons of fish, but only a few "wow-factor" tanks (like rays, eels, or sharks). There's also a rickety orangutan, which could use some oiling of it's mechanical parts. At the end is a tiger exhibit, for some reason. The end of the tour ends at the restaurant, complete with old, tacky carpeting and overused cheap nautical props.
Overall, this seems less like a zoo, and more like a restaurant that has this gimmick going, which is exactly what it is. For a $20 admission price, it's worth it if kids are begging to go there, but on its own it might be worth skipping in favor of a zoo or botanical gardens exhibition.
