I wonder if the Triage nursing staff is in charge ...

I wonder if the Triage nursing staff is in charge of determining whether the patient is worthy of clinical investigation? I wonder if, if the answer is negative, it is correct to conduct ironically before a frightened or worried patient or even before a child assuming inadequate tones? Is the Triage staff not instructed to deal calmly and reassuringly with the users who, obviously, if they go to the emergency room, consider themselves in a state of urgent need for assistance?
