Courts turn the thieves and junkies loose before the deputies can write their reports, so the morale is so low, they've begun prioritizing crimes, so the dealer next door to me operates with immunity, the thieves and junkies rarely get stopped, and only murderers and bank robbers get attention.... and traffic issues where quick revenue can be made.
