Very rude and uninterested staff. After waiting fifteen minutes in the cold, I saw that a few tables were empty and cleared inside. I went inside and asked the staff (consisting of two men and a woman who were quietly chatting) if I could sit there. The man from the ministry responded cynically: "Oh so you see empty tables ?!
