The staff picks and chose who they want to adopt pets. The process does not apply to all cultures/ethnicity. CEO needs to ensure fair treatment to all regardless of ethnicity, as long as the person adopting can provide a good home with love. I have seen the unfair treatment more than to many times to be acceptable! Shame on you PHS.
