I do not understand the 4 stars!

I do not understand the 4 stars!
The pools are catastrophic! It's been more than 10 years that I do 4 stars I have never seen this!
Indoor pool the water is very cloudy (close to a pond) and it smells very strongly of chlorine to the point where I did not take my child in! Outdoor pool small and not perfect either.
Otherwise, the sanitary facilities are fine, nothing more: the majority of door closures are broken, the dishes are small and without drainers (water stagnates everywhere)
No washing machines on our block (defective) and not succeeded in finding a niche available on the others!
In short 2/3 stars would be fairer!
Size of pitches fine.
