If you can sleep on airplanes, you'll be able to sleep in this hotel.
If you don't like noise, don't go there.

The week before i stayed at the San Jose Marriott for about the same price.
The difference was staggering.
Not that the Marriott is impressive in any way, but it provides the basics at a decent quality.
The Biltmore has an impressive lobby but poor quality for the rooms.

I can only describe the Standard Rooms.
My first room was very small and had a weak window with an array of very noisy AC fans in front of it.
The desk staff said there were no other free rooms but she could offer me ear plugs.
That would have been funny if i hadn't already been tired.
After she checked with the manager another room magically freed up, so i got to move 3 floors up.
The new room was slightly bigger and slightly quieter.
The difference was essentially, that the AC fans on the neighboring roofs were 3 floors down. The windows were still really old and weak, s.t. the noise level was essentially the same whether or not they were closed.
So I got to enjoy a mixture of Downtown LA traffic and AC fan noise.

This may be an LA thing, but it may also just be this old and worn down building.
There is some nice old glamourish flare to the lobby area, but the hotel is still old and worn down. I'm sure it works as a movie set, but i'd rather sleep in a real hotel.
