If you are a business class hotel and the water to all of your guest rooms gets shut off for a full day, there is exactly one correct move. You proactively offer to rebook every guest into a nearby hotel for the duration of the outage at your own expense. You don't tell people showing up from a long day of travel "sorry, we think it will be back on tomorrow, The toilet in the lobby still works" and provide no other assistance or even compensation. The staff here are very nice, but their hands are tied by clueless management. A Motel 6 would have treated us better.
