Resort Under Construction , Dining outside with no...

Resort Under Construction , Dining outside with no restaurant with air condition.
they promise 8 restaurant but only 3 are on site.Went for a massage at the spa and got a rotator cuff injury and the resort wont cover medical bills to fix it. Can this get any worst ?
