While staff is helpful and nice during the the lease signing, once you are under contract it is a different situation. Things were mentioned to them that needed fixed in the home that they would send one person to check and then they would never fix or say anything again. On top of that, we were great tenants who fixed the property while there but they still managed to nickle and dime their way into keeping our deposit. Example, charging us for repainting kitchen counters when after 4 years the cheap paint they used had faded in areas because the counters get washed daily. Thats normal wear and tear yet in an effort to keep all of our deposit we were charged with fixing it. Nevermind that for 3 years they never fixed a drain in the spare bathroom that was clogged or a leak in the ceiling in the spare bedroom that they told us was "normal condensation" from the A/C ducts. Had the rent not been cheap so that we were able to save up money to buy our own home, we would have left long before 4 years. Rent at your own risk.

Moved into a unit and it was DIRTY still. Wrote on my walk through that the place was dirty still. They called today and told me that my idea of cleanliness must be different than theirs. I don't know anyone who's idea of clean is cheerios in the corner, dust coated crown molding and ceiling fans, and cobwebs on the plant shelf. They said I could hire someone to come out. and I said that would be fine, I would send them the bill, but they will not do that either. I asked if we could compromise and just have the ceiling fan and plan shelf cleaned, as that is high up and would be very difficult to clean on my own, but they are refusing that as well.
The place I toured was clean, but was told the one I'm now living in had someone still in it so I could not tour. The lady on the phone today said I shouldn't have signed the lease then. However, I was under the impression from the office that if I did not sign, I would not be getting my condo.
If I hadn't put so much money down and hadn't signed a lease saying that I had to pay x number of months' rent, I would just turn around and leave.

Do not rent any property from them or partner company PPMS. Give you a dirty place, you take note of it. They gave us half cleaned place at move in but claimed I didn't clean the property well enough at the time of moving out and kept my money. They steal your deposit and claim things that are not even stated in your contract like painting the place and having the walls move in ready when in reality it only states you need to fill and patch any nail holes. We where renting from them during Irma and they had the audacity to just send a vague email about its our responsibility to protect there property. They didn't even give us plywood to put up. And expect no privacy from them, they claim in the contract that "inspections have to occur to make sure the property is in standing condition". They fail to mention that someone is gonna take pictures of everything, talk about intrusive. If you decide to rent from them, take that contract to a lawyer to decipher it. On ours at the time it stated that if we wanted to break early to give them 60 days notice to be able to have our deposit back but the lawyer explained that hidden in "legal speak" we where going to have to fork over more money and they still kept our deposit. At the time they where cheaper but they will find ways to scam you and if anything goes wrong on the property they will do there best to make you pay for it. As an example, our mailbox post fell over from a small storm due to it being old and rotted, they had the audacity to tell us to fix it. The water heater broke on our last week living there and I called to inform them to an after hours number and the lady was more concerned about water damage to there property and that I immediately clean it up rather than even having the slightest of empathy since I lost very expensive things. She even went as far as giving me "tips" on how to clean up all the water which flooded 2 rooms. I would give negative stars if I could. I could keep going but to sum it up, your money is better spent somewhere else.

Some of the most unprofessional people I have encountered in years. Was considering listing a Florida property with them. In phone conversation to go over listing contract details, charmain addressed issues we raised. She summarized the contract components to our satisfaction. When the contract arrived for signature, it did not contain the same provisions that had been discussed. Emailed and called requesting the contract be modified to reflect what was agreed to verbally. NEVER HEARD From them again. Did not return phone calls or respond to emails. Sure glad we got far away from the Chang Gang.

Listed with a competitor realty company. House sold in a week.

Worst property management company I have ever deal...

Worst property management company I have ever dealt with in my life. If you want to see incompetence & someone take your money, just rent from the Chang Group. I have never written a bad review on Google. Yet after my experience with The Chang Group, aka Precision Property Management Services, I had to write this review to warn other renters.
First of all...when I turned back in the keys, I asked the property manager how long it takes to get security deposit back. She says a couple weeks. This was a lie. Instead, first they send a claim out to show you what they are going to take from your deposit. Then you are supposed to send that claim back. Did she communicate this process when I asked her about the deposit? Nope, guess she thought that wasn't important enough to mention.

Second, my walk thru checklist when I moved in, recorded so many things broken that I have a hard time believing they actually worked on the house in the weeks before I could move in. Then it took several months for them to fix only half of what was broken upon move in. I finally decided to stop bothering them since the maintenance guy keeps forgetting to fix everything each time he's there. Big mistake! Upon move out, they try to charge me $16 for a broken light switch panel that was on my walk thru checklist...meaning it was broke when I moved in. I'm guessing, no one even looks at the stupid checklist when you move out so what's the point? After repeated emails, they finally take off the small charge. Then they charge me $55 for changing out 2 bedroom door locks. First of all, it was an upgrade to the house that I made myself, but now they want to charge me for making upgrades to the house. Second, it takes a maintenance guy 10 minutes to change out 2 standard bedroom door locks. So at that rate, they must be charging $300 an hour for labor.

I tried asking the property manager how they are charging so much for labor & she doesn't even respond to my email. They are holding my $1300 security deposit, but can't respond to my emails. I finally call to find out what's going on, & they cant tell me who the owner is. They keep asking me questions like my name, but cant tell me the name of their boss. It was like I was talking to a Wall Street Boiler Room Team that sucks out people's retirement accounts.

Lastly, I give them my new address when I turn back in the keys, & they send all information to a different forwarding address I listed months before move out. The accounting manager tells me we only send to addresses we have in writing. So if you write your forwarding address down & hand it to them personally, they must just throw that stuff away, ha. So incompetent & unprofessional, I really don't know how they are still in business. They have one maintenance guy for about 200 properties, so if you ever want something fixed, hope you don't mind waiting for 3 months. If you look at all the other reviews, you'll see I'm not the only one with these kinds of problems.

This place is absolute trash. The worse customer service we have encountered when leasing a place. It was so bad I had to move prior to my lease ending because I was dealing with an old bitter tenant who would constantly hit the ceiling because he could not bare hearing my kids walking above him. Management did nothing to diffuse the situation. HOA there is a joke. They too did nothing. I continued to pay rent even after I vacated because the assistant, Michelle refused to allow me to break my lease because of my issues with the tenant below (old Hispanic guy in a white Jeep).

Secondly, I constantly asked for them to fix my outlets due to them not working and each time while I was away they d come and correct the issue. Only to come home and nothing had been fixed. I also began developing respiratory issues.
My kids and I were constantly sick. The owner finally agreed to have it professionally looked at and what do you know? A non working number where you can only leave a voicemail for them to NOT return your call.

I could not be happier to have moved from that place. If you plan to rent from apt 1310 especially, be prepared to do a ton of cleaning because there is so much mold and dust trapped in those filthy carpets. The owner or his useless management will do nothing and it will all come out of your pocket.

Management had the nerve to email me soon after they realized I vacated to ask for next months rent, but had not acted that fast when it came to maintenance and other important issues. Again, do not waste your time with The Chang Group. They have a low rating for a reason.

THIS PLACE IS THE WORST PROPERTY MANAGEMENT I have EVER experienced! Do NOT use them under ANY circumstances. They will drain the very life, and all your money out of you. The apartment was dirty when my roommate and I moved in. The carpet had a weird smell (from MOLD), and the AC unit was so old we had to have it replaced completely 3 days into our lease. Now mind you, they tried to charge us $400 to replace the carpet upon move out.

Things were literally falling out of the ceiling, including the kitchen light fixture which almost knocked me out. My roommate had stabbed her toe on an exposed nail poking out of the carpet. There were no ceiling fans or lights in either of the bedrooms. We had to manually install our own fan fixtures. This was the worst apartment to live in during hurricane season, as I had to put up with leakage in my bedroom ceiling for over 5 MONTHS! Matter of fact, they didn't even have someone come out to fix my ceiling until we were MOVING OUT!!

My laptop had gotten water damage from this stupid leak, but luckily I had renters insurance. I dealt with SEVERE MOLD, hurricane damage, broken appliances, and so much more with these people. For months they refused to send someone out to do a mold inspection. I have an autoimmune disease ( which I made clear in September before Irma), and am extremely allergic to mold. I wrote countless emails and made many phone calls, but no immediate action was taken to resolve the problem. In fact, they delayed any repairs or inspections so long, my roommate and I got lab testing ourselves. When someone did come out they dragged a mold-covered vacuum hose all over my floors and counters, leaving dirty rags behind in multiple places of the apartment.

I had to drop a class for school because I got extremely ill from living in those conditions for so long. My mental health and physical health SUFFERED GREATLY because of the lack of professionalism at this property management group. I can not stress enough how RUDE and UNCARING the staff is at The Chang Group. They will steal your money at the end of your horrible lease by hitting you with bogus cleaning charges, and "repairs" they SHOULD HAVE made BEFORE you moved in!! PLEASE STAY AWAY if you don't want to be stressed for a year of your life.I wish there was negative rating because this place is simply just that detestable. I hope I can spare you from future pain and stress.
