Slobs. Apparently taking a fairly clean and dry road, which they are using for access, and soaking it with water is the proper way to clean up. Maybe they can pay to have all the local residents vehicles cleaned, since they claim there's no money on the budget for a sweeper/vac truck.

Poor decision making skills among leadership on site, and a lacking commitment to be "good neighbors" in our community. Stay out of PA and stick to making messes in Ohio.
