I had a great experience in resolving my issue with state retirement. I presented my opinion cogently and they investigated and worked things through. Most of this was accomplished through e mail communication. Though I talked first by phone with representatives who were professional and helpful.

My father, who was a dedicated teacher for 30 years, recently passed away. The NC Retirement System refuses to give my mentally and physically disabled mother the benefits that they say she is due, because she can't provide a Social Security card. She has a SS number and receives SS benefits, but because she doesn't have the physical card, which she has never needed, the NCRS will not pay her benefits. Three life insurance companies and the VA have paid benefits, but not the NCRS!
