Thank you!

Thank you!
One of the best ideas to stop fraud and fake people from harming the community. I recommend to monitor the already evaluated documents, again periodically.
More investigation, better community.

The problem in parking lots you may find it far from the entrance to the portal, especially during peak times. Fill out the data electronically. Some items are not clear in them and need time for help.

It was a great experience .. the staff are extremely helpful and their work is excellent, especially the Happiness Center. They were very cooperative with me and I was able to complete the transaction completely and awaiting a response .. And the really special thing is that you complete your transaction electronically and go only once for the sake of conformity with the original papers and then you are contacted and the transaction is delivered to your workplace or residence wherever You are in the Emirates. My best wishes for them for success

My school did not provide us with an Arabic or Islamic exam because the rule then was that if you're studyung abroad you do not need to appear for it. However, the rule suddenly changed. I am studying abroad and I will have to go back to school after 5 years to sit for an Arabic exam.

The only good thing are the good and respectful staff.
As for everything bad, there is no parking. You have to go for a long distance and walk back, the access is easy, but you will not know where to stop the car.
You fill the form by computer and you do not know what they mean by the requirements.
Consider the treatment only after 3 weeks and during the three weeks the treatment is thrown on the shelf, very slow and there are no ways to accelerate that the human being forced.

Waiting lines are unacceptably long, nearly an hour in reception and another two to get to the counter. Every time I go, they add a new unnecessary step to the application and a new service system. Be prepared to spend your whole day there. Everyone is frowning in there while dubai government is trying to make it a happy place with smiley stickers everywhere. Seriously needs work

The worst service provider in the country. You go to them and everyone sends you to a place. It tells you submitted through the system. I submitted through the system, they withdrew the money and the certifiers of the certificate, and when I checked them, they said, I submitted a complaint to the system. The toll-free number does not work. And in the end we are lost and lost with them

No one picks up the phone, only after the 50th try. And when someone finally did I wish they didn t because they asked for the most ridiculous papers. All I m looking is an equivalency for my masters. Since it s such a bid deal here you d they d make the process easier instead of focusing on irrelevant things. Its time to come out of the stone age. And clearly I m not the only one struggling with this. I think you should feel a tiny bit of shame when all these people are complaining and nothing is being done about it

The Worst online service ever .. They don't reply on email , the system is very weak , the customer service representative don't give enough information and they don't know how to calm the customer.
My certificate took more than 10 day to get attested and still waiting for it and no one can give a valid reason for the delay.

Bad service

Bad service
Bad customer service culture that do not represent UAE high level standards in customer service 7 stars program
You can not print even single paper in service center
Website application is not working
Complaints are not followed
You can not rate the service after applying online from the center
There is no mean to apply online from the center, i should do that from any place
When u reach customer service employees, they will not giving full information related to the service which will make you visiting them many times to finish your service
Just to be fair, it is clean place and close to other governmental service centers

I went today (15/01/2018- 11 am) for certificate equivalent. I had a great experience (even though I had a terrible experience in 2016).
Parking:
There is free parking for the Happiest Center guest, enter the parking gate of the Minstry of Education and tell the security you are coming for the centre they will let you in.
My experience:
The reception, they will check your documents, if you have everything listed in the website with you, they will let you in, if not they will ask you to come back with the documents. Take all the listed required documents in the website, do the certificate equivalent online though their website. So many people on front of me were rejected because they didn t bring a letter from their embassy to confirm the certificate/ degree is true.

The reception spoke English very well, and she tried her best to answer everyone questions.

The counter
There were 4 people ahead of me for certificate equivalent. It took around 20 minutes for my turn. I was served by counter 5. The lady was super nice, she scanned all my documents. It tooks 5 minutes until I finished everything ( I did the application and paid online before I visit the center and this speed up the process).

Overall, great experience and well done. The centre had improved alot since June 2016. Even the staff are more nicer and professional.

For a UAE resident who has dealt with different de...

For a UAE resident who has dealt with different departments of the government, Ministry of Education (MOE) is clearly the most bureaucratic and inefficient.

My experience: I applied for my certificate equivalency back in Nov 2016. I got my Bachelor and PhD in top-20 (in the world ranking) universities in UK and US respectively. I got all my documents authenticated by UAE foreign embassy, etc, as required. Surprisingly they told me that I should apply for equivalency for my high-school diploma first before verifying my documents for BSc and PhD. It's puzzling. Okay, I went back home and got my high-school docs done. A waste of time/money/efforts but I got it done.

After submitting all BSc and PhD-related docs, the additional paperwork were endless. They asked me to get departure/arrival record of UAE in airport in Abu Dhabi. Ok I got it done. I went to MOE again for further application. In Oct 2017 (after almost a year), they told me that my application was rejected. No reason was given initially. After calling them for a few times, they said I did not provide them the passport stamp records which should have shown all my departure/arrival from US during my PhD study. It is a funny requirement as US immigration never stamped on any passport for departure. Btw, who cares about the passport stamps when someone got his PhD from a good university (with all the transcript and PhD cert attested and authenticated already)?

Anyway, that's it! It's simply because US immigration does not stamp on any passport for departure. My application was rejected.

MOE is most likely the only ministry of education in the world which does not recognize a certified true copy of academic degrees from top 20 universities. It's interesting.

In one occasion, I asked them for the reason of requiring passport stamps as it seems unrelated to the authenticity of my qualification. They replied like this: "because there is a chance you bought your degree or did some online courses/distance education without staying in the US for your study."

I would wonder how one could buy a PhD degree from a prestigious (Ivy-League) university in the US without staying in the US. I guess many (rich) people would like to know how to buy a PhD in a top university too. Maybe MOE could provide an answer about it?

You can call them or visit them in person, every staff says different things on requirements. Staff are not properly trained and some know nothing about the application process. So it may end up that, like my case, you visit there 5 times, everytime they request something which is not listed on their website. It's a waste of time and efforts, but at the end, they may reject you due to some reasons unrelated to the authenticity of your degree and certificates.

Strangely, they said those entry and departure stamps are only required for those graduated after 2000. So, probably someone who paid for a PhD in an unknown money-making degree mill (with a label of US institution), without staying in the US before 2000, would easily get the certificate equivalency.

The following two examples can be used to summarize the logic 'invented' by MOE:
(1) Proper qualification in BSc or PhD mean nothing, they want to check your high-school diploma first. (So, if you lost papers for high-school graduation, then even if you got your PhD in Oxbridge, these are not qualified according to MOE)
(2) You need departure stamps (which, depends on your country of study, may not be available as a lot of immigration office do not stamp on passports for departures these days. Some may even use e-gates) to show that you properly studied in one country. A certificate attested by all parties mean nothing. Also, letters from the department showing that you have actually studied and did research inside the country means nothing.

On the other hand, the MOE may deserve a rating of 5 stars by inventing such 'interesting logic' of approving degrees and certificates. It is really a piece of genius's work as I (as well as many others) am not clever enough to understand its rationale.

Lack of competency in English they don t know what is the meaning of On campus and regular mode. I visit there before 4 months to get equivalency of my Doctoral certificate. After doing all the process they sent me back to embassy to get that meaning on letter. Frustrated and devastated by their poor service.

2nd step for getting equivalency (once you have done preliminaries at Pakistan)
MoE UAE
1. It is located right next to the al-Qusais metro station of dubai metro red line.
2. Bring your original documents to be attested say higher secondary school diploma and secondary school diploma.
3. Please not that only card payment is accepted at MoE so bring a credit or debit card which has at least 60aed credit.
4. Go to the reception from gate 3 and get your documents check from there and get a tokken and wait for your turn. (gate no 3 is, when you enter the MoE you will see a big building go straight and then take first left and then go straight, gate 3 is on your left)
5. When it is your turn go to the respective counter fill in the form present the documents and pay the fee (21aed cash and 54aed card).
6. That's it. Please note that if you forget to bring photocopies, don't worry there is a free facility inside.

I wish I could say any pleasing about this ministry but I can't. I applied for my Equivalency Certificate two months ago and still waiting. I've made 6 calls and sent over 10 emails. All I got in respond was: "It is nearly ready. Please keep waiting." The lady who worked with me via email stopped responding after the first 3 weeks of our chat. Please do sometuing about your employees!!! Truly disrespectful behavior from the government workers. Unfortunately, using their services is a must for any student who wishes to continue their education somewhere else than the UAE. My advice is to keep sending reminder emails and spam them with your calls daily.

How can a certificate of equivalence application b...

How can a certificate of equivalence application be pending for TWO years?
All my documents are complete and in order (already passed Ministry of Foreign Affairs -now pending with a committee member for months and months!!). There is no feedback from the Ministry even after repetitive follow ups and complaints. For an institute (a government one!) in the UAE serving global students - isn't better service expected from you?
If there is anything wrong or missing at least you should communicate - not keep someone waiting all that long. There must be a serious problem in your systems which needs to be fixed.

2017: Two years and still waiting for an equivalence. This is a paid service by the way.

2019: I am updating my review from 1 to 4 starts, since as of 2019 Ministry has updated and simplified its processes. Still some way to go, but seeing changes is very promising.

But when I went for higher education for B-Tech equalization the lady was not co-operative when I asked something twice she gets irritated and she didnt even scan one of my copies which use useful for equalization. At present I am waiting for my equalization certificate there is no response from ministry. I am trying to reach through toll free number but no one is responding.

Went there to check attestation for my master degree I am about to take online, as recommended on their website (to check accreditation before actually applying) The lady kept telling me after graduation from masters I can come and see. Explained several times that I need to know before I actually start the course, so i dont waste my money, she explained i should apply for IFADA online and I cannot do it from there.
Asked for time frame for the service the lady told me no time frame, I explained that there should be a time frame for any service so we can plan ahead of time she said just wait for two weeks and inshallah it will be there,
The staff didnt seem knowledgeable, felt like they r trying to get rid of me as they were about to close.
Also she mentioned that after taking my online masters even if it is accredited, if my bachelors degree isn t accredited it will NOT be attested.

Disappointing!

Staff were friendly however;I had better expectations about the ministry , unfortunately they are very slow, no consistency when it comes to processes. Every time you go for documents submission you get surprised with new process. I've submitted my documents in June and till date I've not received any reply. I'd suggest management must circulate precise information about the process from A to Z to all staff, even the reception should have the knowledge, so we don't go back and forth to the ministry. This feedback is to improve the service not to simply criticize.

Unfortunately, one expects the best as long as it is the ministry, but they have succeeded in disappointing me from every aspect. This is supposed to be the center of happiness. I need to be happier and I deal with them. I don t get nervous and always be on my nerves. I am demanding the equivalence of the testimony from about a month and a half, but until now the only thing that I pray It is that I do not meet the conditions even though I settled all that they asked and I succeeded. Someone sees the message and achieves the matter, because it is hope
