I entered as a Brit living in Barcelona wanting to obtain a codice fiscale and they were super helpful and despite a full waiting room I didn't have to wait too long (for a consulate). If you don't speak Spanish or Italian I would advise taking a friend as I did have to explain why I wanted to move to Italy.
