For those with concerns as to how or why a helicopter can or may fly lower than fixed wing traffic in your area, please understand it is recognized and sanctioned in most cases by the FAA.

In summary, Part 91.119 of the FAR contains 4 general paragraphs concerning the flight altitudes of aircraft. Specific to helicopters will be paragraph 4, which in short states helicopters do not have to abide by altitude restrictions unless specifically prescribed for them.

Helicopters are often chosen for their unique ability to do what planes cannot....which is to precisely maneuver and/or hover in a given area for a multitude of reasons. Hence the need for helicopters to operate separately from general FAA fixed wing regulations.
