At 6.00am i watched the food waste collection man walk up the street emptying the bins across the road. Never came back down the other side so all the odd numbers got missed, what is wrong with these people? Then confirm on the web site that it has been collected. This has got to stop.

What a bloody useless council!!! The website doesn't have the information you need, no one answers the bloody phone and when you do get through they either don't have a clue or refer you.

Our bins have been collected once, yes once in 4 weeks! It's disgraceful, I've been on hold for an hour now and I know the whoever I talk to at the other end will do sweet FA to resolve it.

This is despite the hike in council tax again this year. What purpose does the council have if it can't even provide basic services!

Don t live in Harrow! Not sure why the government in England, especially in London, charges people crazy amounts of taxes. What do they give the public in return? Harrow lacks facilities that other boroughs provide. Ie, Brent offers so much to families, from gyms to huge mall to after school location for children. Houses on the hill are congested and area built so depressing. Bills are sky rocketing. Harrow council lacks a good communication amongst its team and with the public. Edited: Harrow council finally corrected the issue. And it wasn't an easy fight. They turned out professional but lack manpower. So raised the stars up.

People here commenting about WHOLE INDIAN WORK FORCE - racist comments, aren't true. None of the people I dealt with over the phone were Indians. They were mostly Irish or Brits. People should stop generalizing.

Never pick up the phone. Reporting serious incidents like dead animals on roads and fly tipping which causes rodents and illnesses are never taken seriously. They are all lazy people, I dont know what they are paid for!

I am utterly disgusted at the state of the website...

I am utterly disgusted at the state of the website, and the lack of service at the main civic building, and the service on the phones too. The council is in major debt yet seems to be spending money on things that are absolutely useless.
They need to be trained in information about people who suffer from conditions, eg. dementia, autism, depression etc.instead of ignoring them or talking to them like they're aliens.
Staff need to look properly into things, especially when they have dealt with situations of the exact same thing and with the same person or family as before, a staff member would most likely be able to find on your system. It is beyond ridiculous.
The council is going deeper and deeper into a pile of "&$%!
The council needs to remember there is still a thing called face to face contact.

Staff have no doubt been downsized into an oblivion and phone systems put in place to keep you on hold until you give up in frustration. Good going guys.

This council is manned by totally inept staff members and managers who refuse to talk to any resident over the phone because they are hiding underneath their desks for fear of being abused by the public for total incompetence. Their front line staff who handle calls are completely ignorant and rude and have no powers to resolve any issue.
Their website is rubbish, you are told to submit documents and complaints online and nothing happens. The dullards promise to call you back but never do, they send out summons for unpaid council tax without justification and then appear in their hordes at Willesden Magistrates Court to resolve the issues before the magistrates hear it. Total stupidity, all they have done is to shift the problem from their own premises to the Magistrates court forcing individuals to waste time and money travelling to the court just to present their defence.
This council needs a complete clear out, sack everyone and hire people who are willing to do the job properly and interact with the public that they serve. Shame on you Harrow Council, dealing with those enormous rats in the Borough only after it was publicised on national TV news - you guys need to get off your backsides now and provide the service that you have been hired for because believe it or not, you are all public servants being paid out of our taxes. You need to realise that you are in your jobs to serve us the residents of Harrow, not harass us and frustrate us. Ridiculous that our tax payers money is being used to pay these non deserving idiots their monthly salaries. Just look at the huge number of complaints in addition to mine and still nobody in the Council can be bothered to apologise and improve their miserable service. I would rate this council zero stars if Google allowed it.

I have only bought visiter parking permits twice and on both occasions they have failed to arrive and I've needed to chase them up.
Also, this year already, the council have failed to collect my bins on 3 occasions, even though on their website it says that they have been collected. Each time, I have contacted the council to say that they haven't been collected and then I receive an email saying they will be collected in 2 working days. This doesn't happen, they instead collect the bins two weeks later, which is the normal service.
I even asked for a partial refund (I know it would never happen) from my ridiculously expensive council tax due to them not completing a paid for service and I was laughed at.
There is a reason that their score 1.2 stars!

Quick to take my money for the garden refuse service they completely missed my bin last week. I contacted them immediately via their 'missed bin' link and an automatic reply came back that I would be contacted within 5 working days. 9 days later my bin is still full and no contact. My father is an OAP and does not have a computer. When he tries to contact the council either a recorded message says to look up the information on the internet or when he finally gets to speak to some one after waiting for an hour, they usually tell him to look up on the internet. He is paying for the council yet not getting any service.

Bin collection service pretty useless. Pay for bin collection in your council tax then they rip you off with extra garden waste charge and don't empty the bin. Can't report missed bin online til end of the day - even when you see them drive off down the road early in the morning! Takes at least 20 minutes to get through to anyone and its not a freephone number. Only good thing is when you eventually get through to someone they are usually very helpful so the one star is for them and the green bin collection which is good.

Danielle interrupted me rudely 3 times and did not try to understand my situation. At the end conversation end by getting the weblink to report the issue and raise complaint about service.

The most horrible customer experience with Harrow Council. Harrow council need to take action on this kind of rude behaviour.

This organisation is filled with crooks and thief's, they have completely ignored communications and have ignored my appeal. Two years later they had sent me a letter explaining that the ticket had not been paid. furthermore, they said that it was to late to appeal and they sent an enforcement agency to collect half a grand. these people are extremely selfish and have waited for that long only to steal money from me (even though the bill had already been paid and a bank statement had been provided as evidence). The worst council ever, they deserve to be behind bars!!!!!!!!!

If you have any problem and do you think that harrow council will help you with that...is not gonna happend...I called them and I made complain after complain online because a car was blocking our access in to the parking for weeks but nothing happened ...I set up a direct debit for my council tax online and I got a confirmation and all that and one month later I received a letter saing that I haven't paid my council tax...and the bank said that the direct debit is set but they never bothered to take the money out...I made a complain about rubbish abandoned on the road and they send somone and clean one side of the road and the other side just left it how it was...they are just awful

Arranged meeting in a hall for an open evening. Attended hour before closing found that the council did not book the event and no one was even present.

Very good at charging. Putting workers in place with minimal tools to do job, so that the work takes longer and tenants pay more admin charges

Their automated phone system options are limited and make it difficult to be put through to the correct department. When I did speak to someone they put me on hold and then hung up. The 2 question after-call survey didn't even work. I pity the residents who live in the borough,and thank my lucky stars I don't. Harrow council are a total shambles, honestly I have nothing positive to say. They have no problem charging residents amongst the highest CTax fees in the country but are unable to provide a service anywhere closely relative to that fee. From adding all day unreasonable parking restrictions on residential roads, fining drivers wherever possible, missing bin collections, damaging bins, not keeping roads in good order and filling pot holes when they become dangerous, not being able to speak to a human when you have a problem that needs to be addressed urgently.. and if you miraculously do, then it's usually to someone that has been trained in being rude and ill mannered.. Seriously, the list goes on and on.

The latest annoyance is being turned away at the recycling centre with a car full of rubbish, despite there being no queues (literally couldn't see one car in front of me) and being asked to "book an appointment" for a week later. Not been communicated this before and it seems that harrow council figure out a new idea to save money at the expense and detriment of hard working residents on a weekly basis.

Received a excellent service from Shazina from Permtemp and I can say this establishment is a organisation that allows individuals to persue their careers, and I am extremely honoured to be a part of the team. They will always recifeany errors and are professional in thier approach to sensitive situations. Even though this contradicts my first review, but I have to give credit to them for the way they have acknowledged the error of an employee, and amended the situation which was honourable. Not every organisation puts their hands up and apologise, it is freshing!

I feel sorry for the elderly in harrow who don't know how to use online services. Looks like their using a system form the 90's, seriously this system is aweful. Cannot begin to comprehend how bad an experience me and the residents of my area have had with the council regarding fly tipping. For the past 3 months there has been a mountain of rubbish outside our homes and there are rats at our doorsteps! After numerous calls and reports nothing has been done! Staff have accused residents of causing it as we have been left with nowhere to put our bins. It's disgusting and pushing me and other out of the area.

Absolutely disgusting council. I had moved properties ans had a small amount of money owed to the council which i was unaware of. Even though my landlord gave them my new address no letters were sent to me and fees constantly added to make my debt bigger and bigger. When i finally found out about a year later i went to the council offices to sort it out. Noone would speak to me each member of the team there told me to fill out forms online. In the end i made a complaint and someone from the council (Scott) contacted me a promised that the charges would be removed from my account. Over 1 year later i am recieving a letter from an enforcement agent of which they are seeking money from me over this debt. I cannot describe how frustrating and unprofessional this council are. I would not live in the borough again due to this horrendous experience.

ringing on behalf of elderly resident in torbay road whose brown bin wasn't collected again, even though the special sticker was on it, eventually spoke to Patricia from access harrow, couldn't tell me why, was going to get a refuse manager to look into why it wasn't done, wouldn't give me his name and he couldn't phone me! i employ these people through my council taxes and what a shower they are , and her next suggestion was to get a lady of 89 to go on a computer log to my harrow and track her bin collections, when really all that was needed was an explanation as to why a part of the road had been missed as i know other people have rang up about the problem . thanks harrow council , for nothing in this case.

Forced a practically unenforceable (by the enforcement officers own admission) CPZ on residents that don't want it, council doesn't listen and is self serving to their own interests. They just want the money for the permits so I can park outside my house for one hour a day.

We constantly have rubbish dumped outside our house and the council takes 3 to 4 days to remove it, in the meantime more rubbish is dumped. This is how we now have to live now, in a rubbish dump.

Tried to pay my elderly father's parking permit but they only allow for payments online through the account holder therefore would not take my money. When i explained the situation to a receptionist not until the third time of asking before i was able to get the answer that they only take online payments.
Staff on the phone were miserable and borderline rude.
