From the perspective of a former Board member of our community association, I found Jeff at CEPCO (as well as the entire team that we worked with) to be efficient, responsive and helpful. CEPCO has delivered on every single thing we asked them to do for our Board and our community!

Not pleased with the way this company is run whats...

Not pleased with the way this company is run whatsoever. I own other properties and this is by FAR the least efficient HOA I deal with. It is difficult to get a response from anyone, and when I do get responses they are short and rude.
I reached out regarding the large number of solicitors showing up in our area, asking for a sign to be put up saying No Solicitation, but they said there was already a sign (there isn t). I said if they wouldn t do that I would put one on my house, and they responded with No signs allowed . Basically they won t enforce the rules but also I m not allowed to try and enforce them either in the face of inaction.
Most troubling though is the fact that our fences have yet to be fixed from Florence - we were told they would be fixed in December, then after hearing absolutely no updates regarding the fixes I reached out again in February. I was then told it would be JULY before the fixes were made. That is TEN MONTHS without a fence - other HOAs in Ogden did repairs months ago. Of course I have continued to pay dues, which they have no trouble collecting. They also raised HOA prices this year, presumably because of Florence but...no fixes have been made yet!
HOAs are supposed to RAISE QUALITY OF LIFE and MAINTAIN PROPERTY VALUES for residents, and CEPCO fails at both of these things, just see the examples above for proof. They are taking advantage of the fact that it takes an 80% vote of PRESENT residents at a meeting to overthrow them (non present residents count as a vote for CEPCO) so they can treat us however they please because of these absurd rules. It s not OK and we are not happy.

The people at the desk Rude! When you email them about something they say i will take care of it never happened. They need to walk the property more and take a look around . Need to leave news letter for the community tell them whats going on or whats happening. It should matter if you own or rent you should have a right to know whats going on.

I had several issues today 1/17/2020 with condo in Breezewood area. Contacted property manager Christy Cumber and all issues were discussed
and looked at. I was given sufficient information as to who would be the best person/company for the job. Maid a phone call and will have repair person in several days that knows about the issues at hand. Couldn't ask for better than that. Thank you for your help today. L. Wood

Terrible company to work with. They have let our community turn to trash while increasing our HOA dues to $265 per MONTH. And this is a community without any kind of courts to keep up with, no community gym or club house and the grounds looks absolutely terrible

Impossible to contact anyone that can help as the community manager (Cheryl Mullen) does not return phone calls and she has her assistant screen calls. I m assuming if it s an issue she doesn t want to address or hear about she has them take messages. You would think a Community Management company that you pay $74 a month, would want to help with issues in the neighborhood. This is not the case......I d say stay away however it s not like we have a choice who manages the community right??

If you can at all avoid dealing with these folks especially Laura Hines, please save yourself the pain and keep your money. They are snakes and weasels at best. It wasn t a month before hurricane Florence that they had our roofs measured for reroofing (which we pay for in our fees) but after the storm they all of a sudden had been informed that they re not responsible. So after much back and forth and from what I understand a lawsuit or two they reach and offer us $1500 back on a $4500 dollar roof.

So let me get this straight...Roofs, siding, gutters and landscaping is what my HOA fees pay for but if the roof gets damaged then they aren t responsible for it?.....so what happens to those pennies and pents?

I deal with 6 different HOAs with my properties and this is probably the most difficult to work with. I give them 5 Stars because all they do is listen to people complain and begrudgingly give them the dues. I was in the office for 10 minutes and there were 5 people angry and not one person was there to say something nice. I would never want to work at a property mgmt place because you get no thanks or respect so I am glad these people do. All the people that are happy with CEPCO are at home having a good life, living in a safe community and not leaving positive reviews.

If you plan on renting from anywhere that cepco is at I would highly recommend rethinking. They do not care about your well being or your concerns. All they care about is getting a paycheck. This goes out mainly towards Wilmington cepco...they do not respond via email nor return phone calls.... if you go up there to talk to them they bassically make you feel like your nothing. Oh how great it is knowing they are the ones you have to count on to get things done for you.. I would of gave zero stars but google wouldn t let me

I ve been a homeowner in Breezewood for 5 yrs. The landscaping was the one thing I ALWAYS bragged about and showed my dues contributed to. The end of 2017 our community tanked! The worst I ve ever seen it. Well before the hurricane hit. This company went under new ownership around that time and it most certainly shows. I would love to see a new management company take over our community and bring it back to what it use to be.

We live in Windsor Park we had problem,our Grandson in law who is in Coast Guard was being transferred from Rhode Island to Key West and offered to let us see our Great Grandkids on his way through but he he had a boat he was towing and had no place safe to park it while here. A call to Victoria for permission to park it in our drive was met with understanding and she approved the request right then. We are great full as we got to see our Great Grandkids for two days. Thanks Victoria.

We have been through the hurricane and recently a minor leak in the roof that they have jumped on to correct for us. Have lived here over 20 yrs have been told I am not allowed to keep my trailer on my property, but I look out my backyard two neighbors have their trailers in their yard year round but I pay over $400 a yr in storage for mine . I guess it s one of those dictators that say do as your told not as you see, I also see trailers all thru northchase campers open enclosed trailers.

After a year as a homeowner, I can only praise the efforts of Matt in particular to find solutions and deal with multiple parties at the same time. Working with Victoria, our property manager is always a team effort, she is always helpful and always full of insights. Victoria is a great asset to CEPCO Andre to us as an HOA Board.

Terrible follow up for homeowner submitted issues. 2nd time dealing with water related issues. First time i had to hunt down property manager to get updates. More recently i reported a septic tank related issue and no update/acknowledgement 9 hours and counting after the initial report was made. Emergency number advised office is closed .

Please know that if you rent or own any unit managed by this company, at anytime they can change the HOA regulations and only allow you to run you washer, dryer and dishwasher between the hours of 8 am - 10 pm. They will find any possible way to fine you, lights on your porch being on, your neighbor complaining about noise when you re not home, the tags on your vehicle being expired. And they are already the most overpriced HOA in Wilmington, they are not worth a nickel a month, let alone thousands. This is without a doubt the worst HOA in Wilmington and all surrounding areas. I would not recommend renting any unit that is managed by this company. I would also not recommend purchasing any unit that is managed by this horrible company, you will have zero freedom over your own property. 0/5, 0/10. Joke of a company.

I honestly believe HOAs and property management companies were created by angry, petty, nitpicky retired hall monitors (never picked for the team?) who now gleefully ruin the joy of owning a home in a neighborhood. I was once written up for having my stroller in the driveway next to my car as I unloaded groceries (It had to come out first, and go back in once I was finished)- and this is a 'family friendly' neighborhood? Also, when you look over the expenditures it's absurd that 75% of the cost of operation goes to the postage of levying fines. Perhaps instead of levying fines because your hedges are LITERALLY (I measured) 1.8" too tall, you could ALSO come out and help the homeowners after Florence instead of fining them (or provide neighborhood wide services at a reduced rate with fencing, roofing, landscaping, etc.. companies).

Over all a terrible company. Difficult to work with, always wind up over budget even though the yearly budget review reveals no reason for being over budget by thousands of dollars. They make it nearly impossible for homeowyto attend the homeowner meetings and do not allow them to be a part of the decision making process during meetings, instead choosing to do so behind closed doors with no regard to the wishes or needs of the community they re overseeing.

Laura called our realty co to complain that a HOA member said we were illegally parked in handicap parking even though our placard for our son who has cerebral palsy was clearly visible and stated the carrier for his equipment stuck out too far and that we needed to remove it even though we had no place to put it. She would only go the coward way of 3rd party even though I left her a message to contact me to work this out. Now have a tow truck trying to pick up our vehicle. Also, they said to ask us the severity of our sons disability, which is totally illegal! We have contacted Raleigh for the Americans disability act regarding our rights.

The responses on here from the owner are hilarious as if they did everything right, anyone who gives a 5 star review for this establishment must be getting paid to do so. Victoria Mills has been great to work with since we moved in 2 years ago. We have worked on a number of projects that required HOA approval before they were done. Victoria has been a huge help in answering questions and getting the necessary approvals in a timely manner. In addition we called about a street light that was not working properly. Victoria contacted the power company that owns the pole and it was repaired within a few days. Thanks for everything Victoria!

We have owned a unit at Lions Gate for four years and have nothing but praise for the way it is run. I can not think of a single time that a reported issue was not immediately addressed, including: a flooded downstairs from a faulty hot water heater, rotten timber on the deck, carpenter bees, a wasp's nest and woodpecker damage. The folks in the office have been courteous and professional and our main property manager, Laura has been wonderful.

Debra took the time to listen and offer assistance today. My wife and I have experience with HOA companies, but Debra gave us a much better experience than we ve ever had before. Our call was kind, professional and easy. She immediately sent us the documents we needed and shared personal recommendations with us. We are pleased with the service.
