The Azerbaijan Democratic Republic (1918-20) played an important role in the perception of Azerbaijani science and its intellectual values as a national treasure. The establishment of Baku University, the sending of Azerbaijani students to European universities, the development of the national language and culture were among the factors that had an important impact on the development of Azerbaijani science as a whole. In the early 1920s, scientific research in the republic was mainly concentrated at Baku University. In 1920-22, a scientific association consisting of humanitarian, medical and natural sciences departments was established and operated here. The association aimed to provide comprehensive assistance in the study of problems in various fields of science, training and development of scientific personnel. At the end of 1921, the Society of Naturalists and Physicians was established at the university, and later the Society of Orientalists and Physicians. In 1920, the Baku Polytechnic Institute, a technical university, was established. Scientific research in the field of engineering, economics and agrochemistry was carried out here.
In 1923, on the initiative of Nariman Narimanov, the Azerbaijan Research and Study Society was established to conduct research. This society became the main scientific institution of the republic. Initially, the society included sections on History, Ethnography, Economics and Natural Sciences. In 1925, the Department of Turkology was established from the Department of History and Ethnography. In order to conduct research in various fields of science, history, historical literature, ethnography, linguistics, lexicography, law, industry, Caspian Sea research, fine arts, theater, music, etc. Commission and subcommissions were established. Branches of the society were established in Shamakhi, Ganja, Lankaran, Zagatala and other districts of the republic, as well as in Nakhchivan Autonomous Soviet Socialist Republic and Nagorno-Karabakh Republic. In 1925, the Society was placed at the disposal of the Azerbaijani government. In 1929, the Society for the Study and Study of Azerbaijan was reorganized and renamed the Azerbaijan State Scientific Research Institute (SSTI). The institute had departments of nature, biology, history and ethnography, linguistics, literature and art, philosophy, the Soviet East and the Far East, state and law. The issues of coordination of scientific-research work in the republic, training of scientific personnel for higher and secondary specialized schools played an important role in the activity of Azerbaijan State Pedagogical Institute. In 1929-30 alone, the postgraduate course of the Azerbaijan State Pedagogical University trained 33 researchers, and in 1930-31 43 people were admitted here. By the end of 1932, there were 30 scientific institutions and more than 10 universities. During this period, there were 800 researchers in the country, including 87 professors and 138 associate professors. However, neither the Azerbaijan DETI nor the field institutes were able to adequately fulfill the tasks facing science.
In order to ensure the conduct and development of scientific research in Azerbaijan at a high level, to improve the efficiency of scientific and scientific-service institutions, in 1932 the Azerbaijan Branch of the Transcaucasian Branch of the USSR Academy of Sciences was established on the basis of the Azerbaijan State Research Institute. The department was headed by Ruhulla Akhundov.
