Inconsistent pricing, watch out!

I took two small trailer loads of construction debris on the weekend of 5/6. With the first load, the gentleman at the window agreed that it was construction debris and charged me per weight - about $35. A few hours later I took an even smaller load of construction debris and this time it was a woman at the window and she informed me that I could not declare it construction debris because there was a ceiling fan in the load and that I would have to pay the "load price" of $66. I offered to drop the fan to the side and pick it back up on my way out and she informed me that if I wanted to do that I would have to go back to the end of the 30-minute line to get in. This load by weight would have been $25-$30 tops but I had to pay the $66. I guess construction debris doesn't include items that you replaced during your construction. Very dissatisfied with their policies but felt like I didn't have any choice as I had already waited in line for 30 minutes.
