Sold me a new Corolla car without a block heater, ...

Sold me a new Corolla car without a block heater, which is illegal in Alberta. It has been over a year and still won't install a block heater to replace the faulty one they took out. I m getting tired of playing telephone tag with these guys. Once they sell you a car, they got your money and wont care about you any more.

Edit: i actually emailed the address from the reply below. It's been a week n counting but still no reply.
