If you're wondering how they make money, here is how: you specifically and explicitly refuse ALL additional options that you don't want and that they might charge (you know those irrealistically expensive useless options like an express toll pass for more than 100 dollars), and the employee sneaks it anyway on your final bill.

Conclusion : four phone calls and two emails to the customer service later (not counting two calls they were supposed to give back and did not), and Dollar is still hiding behind "administrative rules" to refuse to acknowledge the fact that one of their employees screwed me up.

So if you like a company that support scandalous employee behaviour and not customer satisfaction, go for it!
