I booked 2 reservations at a hotel and was charged...

I booked 2 reservations at a hotel and was charged two $19.99 charges. I called to cancel reservations and they told me that instead of canceling the reservation , they would refund the 2 charges. Waited and no refund called 4 different times and they said they were refunding and still no refund.
