Why do not the bikes that cripple the lives of all citizens fine?

If they like so much to impose fines, party with the bunch of noisy lunatics who comment on repeated infractions in the streets.
People are getting sick and deaf because of it. Is this SUPERINTENDENCE going to solve this or do we need to create another organ for this?
