I've lived in Colorado for less than a year and used this toll road maybe 10-15 times but have been charged well over $500. The whole system is a murky black box and I don't think there is a lot of accountability in how billing works.
I used to work in a restaurant with a dishonest guy who hated it when people didn't tip. So on every receipt without a tip added in, or a tip he thought was too low, he write in a few bucks to the final bill. It was shady because people wouldn't come back and be like "Hey wait a minute, I never tipped!" so he always made extra money every shift.
E470 management is that guy. It's good plausible deniability, especially when you have to use their system to prove if you were actually on their highway at the time they have you for, so most people don't have the means to verify. All they can do is just go along with the fees.
Oh yea, and that guy ended up getting fired.
