I have been on the phone with the billing customer...

I have been on the phone with the billing customer service for an hour trying to figure out where my $2000 deductible went. They charged me an estimated cost in June for my surgery. Only a portion of the amount was needed after insurance. They are now claiming that my account is still open and can't refund me the remaining amount, even though I need it to pay my surgeons office. Why are you charging me an estimated cost that you can't refund me in a timely manner?
