This highway sucks! Do not use it if you like keeping your own money.
Like many people reviewing here, I NEVER received a bill even AFTER updating my mailing address with them by phone on multiple occasions! They are dishonest and apathetic and add late fees and other charges really quickly without you ever even knowing you incurred a charge! They will seek to bring you to a MVC hearing to revoke your registration if you do not pay them the tolls plus many extra fees within a year! I never signed an agreement with them, yet somehow they have the authority to charge me huge markups and never notify me about it.
