My daughter purchased a car just about a month ago...

My daughter purchased a car just about a month ago. Now after a month she is being told, by ROD, she doesn't have enough income and needs to get a co-signer. The same Rod someone else has mentioned as having trouble with. Isn't that the sort of thing that is finalized before you drive away. And to come back a month later with this not enough income story?
