Had a great tour lined up for Giverny and Versaill...

Had a great tour lined up for Giverny and Versailles, but were told Versailles was on strike in the morning, so they re-routed our trip to see Giverny first. Tour was GREAT! Tour guide was excellent.she took a scenic route and we got more than expected on the drive to and from Giverny.
What can be said of Giverny - Monet at his home. You see the gardens, the lakes he painted, even the weeping willows are amazing to just look at and imagine him deciding what to paint. So many options for him.
Again, not enough can be said about the tour guide and her expertise. However, when we stopped for lunch (at a beautiful out of the way lodge type building in a quaint little town), she called in to see how the strike was going - it was still on and we'd have to cancel that portion of the trip. She said the office had authorized a refund, or we could return the next day to take that part of the tour.
My party of 4 had other plans for the next day, so we opted for the partial refund. When the tour was over, I knew I should have gone in to make sure about the refund, but the guide assured us it would automatically be taken care of.
Months later, no refunds. Also, when we called, they said they didn't discuss any tours with anyone but the travel agent. I contacted my travel agent, and she was told it was private information regarding the transactions (!?!)
Overall I'd have given the tour a 6 out of 5, but because we are currently out over $400 for a promised refund, I had to drop them to 4.
I assume the tour of Versailles would have been just as fantastic, and you can't do anything about the random strikes in France, but they could handle adjustments to the bill MUCH better.
