Is this how my 2018 health plan will be? I hope no...

Is this how my 2018 health plan will be? I hope not. I have been waiting for ID cards for a month now. My daughters prescriptions are to expire tomorrow. Every time I call customer service they claim they have ordered ID card AND I will be able to print them within a few hours. Nope! Now I have to schedule another doctors visit so they can write new prescriptions. What's wrong with 24 hour customer service for a multi billion dollar NET company? What's my daughter to do tomorrow?
Update! They just hung up on me because I'm upset about their poor performance.
Update V.2 My ID Card was emailed to me the very next morning. Unfortunately it took a lot of frustration and complaining to get my card but in the end they heard me and made it right.
