This is a classic monument to see in NYC. We went early in the morning (about 9) and I would say that it was a great time to go because it wasn't too hot and it wasn't really packed. We didn't book tickets far enough in advance to go all the way up, but the view from the island itself is fantastic and you can see so much of the city, including how the different islands are broken up.
