Is it possible to rate ZERO stars??? I stay at an AvalonBay owned apartment community in Walnut Creek, CA and my water bill has ranged from $96-$99 EACH MONTH for 12 months. I can be on vacation and my actual water usage is under $20 dollars...and my bill will still equate to almost $100. I live by myself, hardly home & I have this outrageous bill. SCAM. SCAM. SCAM.
