Update - Refund of money never received. Followed up and the appointment specialist admitted they made a mistake when processing the refund. Received a call two days after following up saying they fixed it. Week and a half later and the refund still hasn't come through. DO NOT GO TO THIS DEALERSHIP FOR SERVICE. COMPLETE INCOMPETENCE.

Had my 2006 Prius fail DEQ due to no output from the computer port. The DEQ employee indicated this often happens due to a blown fuse. Since nothing in the user manual identifies which fuse would cause this, I hurried my car over to the nearest Toyota service center, Toyota of Portland. Told the account manager that the car failed DEQ and DEQ indicated it was likely the fuse. Toyota of Portland service center instead identified the issue as the computer system would need to be reprogrammed with the VIN to fix the issue, which ended up taking about 3 hours and would cost approximately $150. After finishing the reprogramming I was told that the computer system had been tested, was working, and any issue had to be on DEQ's end. Took the car back to DEQ...and it failed again for the same reason. Took my Prius back to Toyota of Portland and they took it back in, checked it out, and came back saying the programming did not take the first time, so they fixed it again in about another half hour. Took the car back to DEQ again and it failed again. Took my Prius back to Toyota of Portland a third time, asked them for my money back, and told them I was going to take it back to my regular dealer (DEQ had closed after dealing with the issue for about 5 hours, so I was in no hurry at this point). The agent requested that I bring my vehicle into the back so the head mechanic could check the FUSE. I reluctantly agreed just so the mechanic could the fuse and within 5 minutes it was determined that the fuse was blown and it was replaced. The good things were 1) they refunded my money; and 2) they did fit me in the schedule early to get my computer reprogrammed so I could make it back to DEQ before they closed (which ended up not being the issue). However, I cannot give them more than 1 star because 1) 3 different DEQ employees correctly identified the issue being a blown fuse and Toyota of Portland service department did not check the fuse until the third time even after I had told the service representative that DEQ believed it was the fuse; 2) they told me they had tested the computer output and it was working perfectly twice, which had to be a lie because the fuse was blown the whole time; and 3) a simple 5 minute check of the fuse, which I indicated had been identified as the likely issue by the DEQ, would have saved a lot of hassle. Would have liked to give them more stars for trying hard to help me out of a tough situation with DEQ, but they earned the 1-star rating with their pure incompetence and hubris for ignoring that I had mentioned that the DEQ indicated it was probably the fuse. I will never go back to Toyota of Portland again, for service or purchasing a vehicle, after the experience.
