Everytime I try and contact someone they never ans...

Everytime I try and contact someone they never answer the phone or their connections are never working. Human resources never picks up, the security always pick up the phone and they keep asking question acting like they are Going to help but no one can do that. I want to speak with a manager and all they can say is just wait for an email. The company said that I had the job but failed to contract in over two weeks!
