Recovering a simple identity card is refused at 16...

Recovering a simple identity card is refused at 16:20 because this "service" is only possible until 16:00! WTF! To recover a simple document it is necessary to do it in the beginning of the afternoon ??? But it's lazy my word !! Especially since this instruction is not written null! And when I go the next day in advance, I had a 2h waiting! Just to recover the card at noon! They gave me the excuse that there was only one person working at lunch time ... pfff ...
