Please review this before signing a lease.

My sister had lived in the same apartment complex previously before I had moved in. From the time my sister had lived there it had gone from Concept Property to Rese Property. When my sister had signed onto the lease the apartment had not been inspected. From when Concept switched to Rese the apartment had not been inspected. From when my sister moved out the apartment had not been inspected.

While living in this apartment it was immediately recognizable that the apartment was in poor condition. Between the price that I was paying monthly and the condition of the apartment I didn't have much room to complain. While I was living at the apartment though, I had put in several maintenance requests. The bedroom wall would leak from the outside plumbing. The sink gasket completely broke off because of how old it was. New blinds for the chipped and broken ones. A new water heater because the old one was leaking and all of the electronic components were rusted and exposed. The air conditioner had completely lost its blade. When they finally got to fixing the leaking wall they didn't finish the job. I didn't have a heater for the longest time and the paint was missing. After they finished that the wall continued to leak. All of my belongings were soaked. Some of the maintenance requests I had to put several requests in for before I would get a call. Still, all of the maintenance requests and the poor condition of the apartment is still not enough for a bad review.

After a year of living there it was time to sign a new lease. I had forgot about the lease and that I needed to sign it, totally my fault. Although, before my signing of the lease they did go through and email me with some startling info. If signing on with a new lease they were going to charge me for a new lease (expected), charge me $100 additional rent and charge an additional $400 for another safety deposit. After some thought to how much I was going to be charged I decided to move out.

When trying to move out I gave as much of a prior notice as possible. After some dispute and trying to work things out I had paid for an additional month of rent, a month that I never lived there for.

After moving out I never received my cleaning deposit, which is fine. For the entire month after I had moved out I monitored their online portal. I monitored it daily to make sure I wasn't going to be fined for hidden things. After 2 months of moving out I received a text message saying "If your current balance of $138 is not paid in 3 days from today (date that they sent) we are submitting you to collections. Balance needs to be paid in full. Thank!". I had received no prior warning of this. They have my current address on file. They have my father's, sister's and my phone number on file. They have all of our emails as well. After I logged into the portal, (which I had no clue that I had access to still). I noticed that they amount was wrong from the text message. I actually owed $183.

I called to question the charges. Things like a broken sink, carpet cleaning, not having a lockbox (concepts didn't require a lockbox so we never had one), bath, the toilet mechanism to let it flush. All of these things were all there before I moved in and before my sister moved in.

After calling Rese they told me to write an email and they will send it up. After 2 days had passed I called them to see what the status was. They had not sent it "up" yet. They said that they would call me back shortly after. After a good hour had passed I received a phone call saying that I would have to pay the amount and that the person that my email needed to go to wouldn't be back until Monday. They said that I would have to pay the money and they would go through and look into it when they got the chance.
I know that I will never see that money ever again. My sister paid a $200 deposit that she never got back. I paid the same as well. I paid another month of rent that I never lived their for. I also paid an addition $183 for bad management. $1383
