After being put on hold for over 3 hours and they ...

After being put on hold for over 3 hours and they hung up the phone on me. My experience with this agency is very horrible both in person and over the phone. It's full of lazy, incompetent, unprofessional and rude staffs. I wish I could rate them in -5. The mayor, the DC council or whoever is responsible need to investigate and fix this agency.
